Mission

WaterWatch is a water conservation organization dedicated to protecting and restoring streamflows in Oregon rivers for fish, wildlife and the people who depend on healthy rivers.

990 for the year ended December 31, 2025

Program accomplishments

  • Free Flowing Rivers: 2025 saw major advances in protecting and restor- ing free flowing rivers in Oregon. WaterWatch completed demolition of Pomeroy Dam in the Illinois River subbasin after raising the necessary private, state and federal funds to pay for the skilled engineering and construction workers required to complete the project, including a solar array, four road-creek crossings, and unimpeded fish passage. Pomeroy Dam was the highest priority fish passage barrier in the Rogue Basin and among the highest priority barriers in Oregon. This project opened or improved access to over 100 miles of habitat for salmon and steelhead.
    Expenses $1,810,608
  • Streamflow: since 1987, WaterWatch has tirelessly advocated for the establishment of new instream rights, which now number over 1,700 across Oregon. The first of its kind in the West, the Instream Water Rights Act of 1987 established a means for three state agencies to apply for water rights to protect water instream for fish and wild- life, water quality, and recreation. in 2025, Oregon saw significant progress with the Oregon Department of Fish and Wildlife applying for 98 new instream water rights in the South Willamette River Basin and 44 in the Mid and North Coast Basins. When approved, these rights will help safeguard flows in beloved rivers such as MCkenzie, Tualatin, Molalla, Santiam and many more.
    Expenses $683,157
  • Rogue: WaterWatch is involved in opposing Sunny Valley Sand and Gravels proposal to operate a large open-pit gravel mine within 50 feet of Grave Creek, tributary to the Rogue River. In 2025, WaterWatch continued to litigate in multiple state processes against the proposed mine, including multiple water right transfers that are required for the project to go forward. The mining project would significantly harm the instream water right on Graves Creek as well as the multiple runs of endangered fish that rely on the cold water flows in the creek for habitat.
    Expenses $64,623
