TO PROVIDE EXEMPLARY EVIDENCE-BASED SUBSTANCE ABUSE TREATMENT AND MENTAL HEALTH, CO-OCCURRING, AND SUPPORT SERVICES FOR ADULTS AND FAMILIES TO PROMOTE SELF-SUFFICIENCY, HEALTH, AND WHOLENESS IN THE COMMUNITY ENVIRONMENT.
