TO STUDY AND EVALUATE INFORMATION CONCERNING RACIAL PROBLEMS WITHIN THE COMMUNITY, TO SUBMIT RECOMMENDATIONS AS TO THE SOLUTION OF SUCH PROBLEMS AND TO FURTHER THE EMPLOYMENT OPPORTUNITIES AND RELATED TRAINING FOR UNDERPRIVILEDGED PERSONS.
