- RYAN WHITE PART B SERVICES:THE HAWAI'I STATE DEPARTMENT OF HEALTH'S HARM REDUCTION SERVICES BRANCH (HRSB) IS HAWAI'I'S GRANTEE FOR THE RYAN WHITE PART B (RWB) PROGRAM.
