Mission
The Eviction Defense Collaborative strives to prevent homelessness, preserveaffordable housing, and protect the diversity of San Francisco. We work toward thesegoals by providing emergency rental assistance and by helping low-income tenantsgain equal access to the law in order to assert their rights in court.
Program accomplishments
- In FY 22-23 EDC provided services to 2,622 unique individuals across all programs. The majority of clients served were San Francisco tenants at the highest risk of eviction and potential homelessness. Over 80% were low income, and 72% were Black, Indigenous, People of Color. 13% of clients served self-identified as LGBTQ+, 49% acknowledged having a disability, and 16% reported the need for an interpreter. EDC disbursed a total of $8,018,851 in emergency rental assistance and ongoing shallow tenant subsidies to 1025 community households residing in the City and County of San Francisco, who were at risk of eviction because they had fallen behind in their rent due to temporary financial setbacks, and/or were sufficiently rent burdened that they qualified for a shallow tenant subsidy.Expenses $10,157,509
- Legal services including tenant counseling and full scope legal representation in an eviction matter: The Eviction Defense Collaborative (EDC)walk-in Right to Counsel legal clinic provided limited and pro per services to 1,094 unique individuals providing 1,118 points of limited legal services. Our Tenant Right to Counsel Litigation team closed 346 Full-Scope Legal Representation cases and provided 93 limited Scope points of service. Legal services included full scope representation, preparing legal answers and requests for delays of sheriff evictions, representation at Mandatory Settlement Conferences, and assisting tenants in representing themselves throughout their legal process when necessary.Expenses $8,638,469
- The Shelter Client Advocates(SCA) program served 387 unhoused individuals residing in shelters funded by the City and County of San Francisco who were facing Denials of Service (DOS, or eviction) from such shelters. The SCA team completed 586 shelter hearings and arbitrations for Denials of Service. The SCA program provides shelter residents with due) process at shelter eviction hearings, monitors shelter conditions and the application of shelter rules, and provides informal conflict resolution between the shelter staff and residents. San Francisco is unique in the country in that it provides a formal grievance process for those who have been denied services from City funded shelters.
