Mission

MACHP is an association of County Based Purchasing (CBP) health plans serving about 100,000 Minnesota Health Care Programs (MHCP) enrollees in 32 rural Minnesota counties. Program accomplishments

  • Minnesota government affairs pertaining to CBP: Worked with independent government affairs consultants The Lehman Group and Ewald Consulting to educate Minnesota legislators, Governor, State Administration and other stake holders concerning the importance and benefits of CBP. Worked closely with Minnesota's Department of Human Services (DHS) to reach better understanding concerning public health care programs procurement under state law, and to advance County Administered Rural Medical Assistance (CARMA). We succeeded in maintaining a broad coalition of support among like-minded organizations and stake holder groups, including the Association of Minnesota Counties (AMC), Minnesota Association of County Social Services Agencies (MACSSA), the Minnesota Rural Health Association (MRHA), AFSCME Union, Hennepin Health, MN Rural Counties, and other rural health care advocates. We closely tracked and responded to legislative proposals, regulatory and administrative actions impacting CBP and CBP plans. We worked closely with the Association of Minnesota Counties (AMC) and the Minnesota Department of Human services (DHS) to advance the County Administered Rural Medical Assistance (CARMA) program for CBP and its counties.

  • Educational materials about our association, the CBP model, association members and their scope, including an organizational one-page handout, letters specific to various issues impacting CBP, and other miscellaneous correspondences. The materials were highly effective in helping inform and obtain support from key stake holders throughout the year in a variety of settings.

  • CEO management of the association, including all administrative duties, collaborative efforts with partner, like-minded organizations and stake holders, advocacy and education efforts, communications and public relations, and more.

  • Developing County Administered Rural Medical Assistance (CARMA): Our association met regularly throughout 2025 with representatives from the Association of Minnesota Counties (AMC) and the Minnesota Department of Human Services (DHS) to pass CARMA legislation, and reach agreement on implementation elements of this new and improved county-based program for delivering Medicaid benefits to enrollees. This effort does not represent additional budgeted expenses for our association. Any related expenses are included under other program services and budgeted expense line items.0
