Mission

The Small Business Innovation Research Consortium's (SBIRC) mission is to increase the level of small businesses doing innovative research in states that have historically underperformed in carrying out federally funded research and development. It's primary exempt purpose is to promote the common business interests of small businesses and innovative entrepreneurs engaged in or seeking to participate in the federal Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, with particular emphasis on businesses in rural states and underrepresented communities.

990-EZ for the year ended December 31, 2024

Program accomplishments

  • Program 1 Government Relations and Policy Advocacy (Approx. 25% of time and resources; expenses allocable from $92,704 total Legal & Professional Services)SBIRC engaged Legislink, an independent government relations firm, to conduct ongoing state and federal advocacy on behalf of its membership throughout 2022. Advocacy activities included regular engagement with policymakers and agency representatives to amplify the interests of SBIR/STTR participants, particularly those from rural and underrepresented communities, and to promote policy reforms improving access to capital and federal R&D funding. Engagement occurred on a recurring basis at both state and federal levels, conducted virtually and in-person by organizational leadership, Executive Committee members, and the retained advocacy firm. (Expenses: approx. $42,045 paid to Legislink)
  • Program 2 SBIR/STTR Technical Assistance and Member Support (Approx. 25% of time and resources)SBIRC provided ongoing technical assistance to member organizations throughout the 2022 calendar year, including SBIR/STTR proposal review, program navigation guidance, and access to educational resources and funding information. Technical assistance was delivered as needed, on a continuous basis, by organizational leadership and John Scalzo, an independent professional retained to provide member support services. These activities helped member businesses navigate the path from early-stage R&D through commercialization, directly advancing the organization's exempt purpose of promoting the collective business interests of the SBIR/STTR community. (Expenses: approx. $37,659 paid to John Scalzo)
  • Program 3 Programs, Events, and Networking Initiatives (Approx. 25% of time and resources)SBIRC facilitated networking events, seminars, and introductions connecting member entrepreneurs with industry professionals, key federal and state agencies, and policymakers throughout 2022. Activities were conducted both virtually and in-person on a scheduled and recurring basis. Program management and administrative coordination were provided by Cameron Bruce, an independent contractor. These activities created opportunities for knowledge-sharing, strategic partnerships, and increased visibility for member organizations within the broader SBIR/STTR innovation ecosystem. (Expenses: approx. $12,737 paid to Cameron Bruce and $263 to other miscellaneous including LA Tech.)
