- IMPROVE THE QUALITY OF EARLY CHILD CARE AND LEARNING BY PROVIDING SCHOLARSHIPS TO CHILD CARE PROVIDERS FOR COLLEGE DEGREES AND CREDENTIALS, OTHER TRAINING, MENTORING AND CHILD CARE FACILITY IMPROVEMENTS. THE SCHOLARSHIPS INCREASE EDUCATIONAL LEVEL OF CHILD CARE PROVIDERS AND REDUCE TURNOVER IN CHILD CARE CENTERS THROUGH COMMITMENT TO REMAIN AT THE CENTER DURING SCHOLARSHIP PERIOD.Expenses $6,533,246 · grants $3,031,161
