THE PROMOTION OF EDUCATION AND CIVIC ADVANCEMENT AND ENJOYMENT OF THE INHABITANTS OF THE CITY AND COUNTY OF MOBILE, ALABAMA, THROUGH THE SPONSORSHIP AND FURTHERANCE OF MARDI GRAS AND ITS ACTIVITIES AND TRADITIONS, AND THE DOING OF ALL OTHER LAWFUL THINGS INCIDENT TO SUCH PURPOSE
