Mission
THE HEALTHCARE REGULATORY RESEARCH INSTITUTE'S MISSION IS TO PROTECT THE PUBLIC THROUGH REGULATORY RESEARCH AND COLLABORATIVE EXCHANGE WITH STRATEGIC PARTNERS TO PROMOTE EVIDENCE-BASED HEALTHCARE REGULATION. HRRI'S VISION IS A WORLD IN WHICH REGULATION ENSURE PEOPLE (SEE SCH O) CAN TRUST THE HEALTHCARE THAT IS PROVIDED.
Program accomplishments
- HRRI PARTNERED WITH HUMAN RESOURCES RESEARCH ORGANIZATION (HUMRRO) TO UPDATE THE DRY NEEDLING COMPETENCY PAPER TO REFLECT CHANGES IN THE NATIONAL PHYSICAL THERAPY EXAMINATION PRACTICE ANALYSIS. THE GOALS OF THIS EFFORT WERE TO (A) REVIEW AND UPDATE HRRI'S DEFINITION OF DRY NEEDLING TO ENSURE IT REFLECTS CURRENT PRACTICE, (B) ASSESS THE CURRENT STATE OF THE COMPETENCIES NEEDED BY PHYSICAL THERAPISTS TO PERFORM DRY NEEDLING SAFELY AND EFFECTIVELY, AND (C) DETERMINE THE NEED FOR ADDITIONAL RESEARCH TO ENSURE THE COMPETENCIES ACCURATELY AND FAITHFULLY REPRESENT THE DRY NEEDLING DOMAIN OF PRACTICE. THIS REPORT REPRESENTS A CONTINUATION OF HRRI'S EFFORTS TO SUPPORT STATE BOARDS' DECISIONS REGARDING THE SCOPE OF PHYSICAL THERAPY PRACTICE RELATED TO DRY NEEDLING. THIS WORK BUILDS ON THE 2015 AND 2020 ANALYSES OF DRY NEEDLING COMPETENCIES CONDUCTED BY HRRI AND HUMRRO TO DEFINE THE MINIMUM COMPETENCY REQUIREMENTS FOR DRY NEEDLING.
- HRRI COLLABORATED WITH THE MARKETING RESEARCH FIRM ELEMENT TO UNDERSTAND THE EXTENT TO WHICH CONSUMERS FEEL RESPONSIBLE FOR REPORTING SUBSTANDARD CARE BY PRACTITIONERS. A PARALLEL STUDY WAS CONDUCTED TO UNDERSTAND PROFESSIONALS' DUTY TO REPORT AND POTENTIAL OBSTACLES THAT MAY HINDER THIS DUTY. BOTH STUDIES HAVE BEEN POSTED ON THE HRRI.ORG WEBSITE, AND PRESENTATIONS WERE GIVEN AT THE FSBPT ANNUAL EDUCATION MEETING IN NOVEMBER 2024.
- TO SUPPORT THE WORK OF THE FSBPT SEXUAL MISCONDUCT AND BOUNDARIES COMMITTEE, HRRI CONTRACTED WITH HEALTH POLICY CONSULTANT CATHERINE DOWER TO BUILD UPON HER 2023 WORK. THIS EFFORT AIMED TO IDENTIFY STRENGTHS AND OPPORTUNITIES AMONG PHYSICAL THERAPY BOARDS IN TERMS OF COMMUNICATING INFORMATION REGARDING SEXUAL MISCONDUCT BY PHYSICAL THERAPISTS AND PHYSICAL THERAPIST ASSISTANTS. CATHERINE DOWER DEVELOPED A WEBSITE AUDIT TOOL, WHICH HAS BEEN POSTED ON HRRI.ORG, AND PRESENTED ON THIS TOPIC AT THE 2024 CLEAR ANNUAL EDUCATION CONFERENCE.
- IN PREVIOUS YEARS, HRRI IDENTIFIED AND SECURED A HEALTH WORKFORCE POLICY RESEARCHER FROM INDIANA UNIVERSITY (HANNAH MAXEY, VERITAS HEALTH SOLUTIONS) TO LEAD THE MULTIDISCIPLINARY HEALTHCARE WORKFORCE TASK FORCE CREATED BY THE HEALTH CARE REGULATION CEO GROUP AND STAFFED BY THEIR DELEGATES. THE TASK FORCE DEVELOPED A CROSS-PROFESSION MINIMUM DATA SET TOOL (CPMDS) TO FACILITATE THE COLLECTION OF HEALTHCARE WORKFORCE INFORMATION. IN 2024, HRRI AGAIN CONTRACTED WITH A HEALTH WORKFORCE POLICY RESEARCHER FROM INDIANA UNIVERSITY (HANNAH MAXEY, VERITAS HEALTH SOLUTIONS) TO DEVELOP PHYSICAL THERAPY-SPECIFIC RESPONSE OPTIONS FOR THE CPMDS (PT CPMDS) TO SUPPORT CONSISTENT WORKFORCE DATA COLLECTION EFFORTS BY JURISDICTIONAL PHYSICAL THERAPY BOARDS. THIS WAS COMPLETED AND IS POSTED TO THE HRRI.ORG WEBSITE AND A PRESENTATION WAS GIVEN AT THE FSBPT ANNUAL EDUCATION MEETING IN NOVEMBER 2024.
