Mission
CalHDF's purpose is to make housing more affordable and accessible. CalHDF will advance its mission through activities such as fostering housing policy dialogue, conducting research and supporting pro housing litigation.
Program accomplishments
- Legal Assistance and EducationCalHDF brought lawsuits against cities throughout California to overturn denials of housing developments, compel cities to enact compliant plans for housing growth, and ensure local compliance with other state housing laws. In 2025, CalHDF expanded its efforts to monitor local governments and educate cities and counties about their obligations under state housing law. We sent letters regarding 491 discrete projects and ordinances, encompassing 41,576 total housing units, of which 9,415 are below-marketrate affordable units. Where our efforts uncovered violations of state housing law, we brought and won lawsuits in the state's highest cost areas.Expenses $472,741
