Mission
DeliverFund disrupts global human trafficking markets by combining uniquely qualified personnel with the best technologies and then leveraging them in new ways to reach and rescue victims of human trafficking.
Program accomplishments
- DeliverFund is a 501(c)(3) nonprofit dedicated to disrupting global human trafficking markets by combining uniquely qualified intelligence professionals with the best available technologies. For more than a decade, we have provided law enforcement with reliable, actionable intelligence; trained officers and prosecutors; and provided direct operational support to reach and rescue victims of human trafficking. In 2025, donor support built the largest analyst-curated human trafficking dataset in the world, exceeding 6 billion data points, and placed it directly in the hands of more than 8,000 law enforcement officers across 1,200 agencies nationwide..Five-Year Verified Impact (20212025)314 traffickers arrested and networks dismantled1,132 sex buyers arrested435 minor victims rescued821 adult victims rescued1,592 law enforcement officers and prosecutors trained2,726 third-party integrations delivered3,751 intelligence reports producedCase outcomes are often confidential and rescues are routinely undercounted, the real figures are meaningfully higher than those verified above.Technology and Data: Tech that ProtectsIn 2025, DeliverFund's proprietary technology stack, powered by Hoonify's TurbOS operating system and our in-house supercomputing infrastructure, collected data approximately five times faster than prior years and enabled 24/7 high-performance operations. Daily throughput delivered 1,270 data points to law enforcement every minute, scanned 141,456 images for signs of trafficking, mapped 30,326 new phone numbers, cataloged 8,271 new email addresses, processed 3,541 videos, and added 31,299 record versions with full version control. By year-end 2025, the database held 6,056,607,725 total data points, 23,672,132 unique images, 6,885,179 unique phone numbers, 1,296,973 unique videos, and 422,670 unique emails, with each category growing by an average of 15.2% over the prior year. TrainingDeliverFund equips law enforcement and prosecutors with the knowledge and tools to be more effective in the field. Our training program is the industry standard, complemented by virtual, on-demand courses. In the last five years, we have trained 1,592 officers and prosecutors. The curriculum covers DeliverFund's database and search tools, trafficking indicators in digital data, building prosecutable cases from open-source intelligence, and multi-jurisdictional investigations.During a Pittsburgh training course, 26 officers split into three working groups independently identified the same illicit advertisement as a trafficking indicator. When the subject was entered into DeliverFunds investigative platform, she was already in the database, connected to a 2022 California sex trafficking case and now surfacing in Pennsylvania. A classroom exercise became a live lead and a reopened active case in real time.John Wall Memorial Embedded Analyst ProgramThe John Wall Memorial Embedded Analyst Program, named for the late Houston Police Sergeant who pioneered the embedded-analyst model with DeliverFund in 2019, continued to coordinate trafficking cases across state and county lines in 2025, ensuring traffickers can no longer hide behind jurisdictional boundaries. Officers nationwide also have free direct database access powered by donor-funded technology.2025 Analyst Output691 intelligence reports delivered to law enforcement (+34% year-over-year)20 formal Requests for Information fulfilled20 active operations supported with real-time, on-the-ground analyst assistanceLandmark Case WorkOperation Reclaim and Rebuild, San Luis Obispo County, CaliforniaAt the invitation of the San Luis Obispo County District Attorney's Office, DeliverFund supported this annual statewide operation in which more than 80 California law enforcement agencies joined forces for a week-long crackdown on trafficking networks. DeliverFund analysts converted online ads, phone records, emails, and open-source intelligence into operational leads before and during the crackdown.Statewide Outcomes547 individuals arrested on human trafficking charges11 minors rescued and placed into protective custody with supportive services116 adult victims identified and linked to recovery and care servicesOne Survivor, Three Juries, San Luis Obispo County, CaliforniaDeliverFund intelligence supported one of the most complex human trafficking prosecutions in San Luis Obispo County history. A 15-year-old survivor was trafficked for 16 days across Californias Central Coast by three coordinated defendants. DeliverFund pulled digital evidence from advertisements, communications, travel patterns, and open-source data to connect all three defendants to a single trafficking enterprise. The court convened three juries simultaneously in one courtroom, allowing the survivor to testify only once. In summer 2025, all three defendants were convicted and sentenced to state prison, a first-of-its-kind prosecution structure now serving as a national precedent.Soul Massage, Missoula, MontanaA single victim outcry at a small Missoula storefront became a sex and labor trafficking conviction with international reach. DeliverFund traced digital footprints, financial records, and business linkages and found that proceeds from rural Montana were being funneled through New York City to mainland China. The Missoula County Attorney's Office secured convictions on both sex and labor trafficking charges and a significant prison sentence for the owner, dismantling a financial pipeline that ran from a Montana strip mall to global trafficking infrastructure.Two-Girl Special, One Silent Signal for HelpA DeliverFund analyst flagged a 'two girl special' advertisement, known to indicate multiple victims, and coordinated with officers who made contact. When both women arrived at the hotel, one signaled privately that she needed help. She had been held in debt bondage for years by the other woman and her husband, told she owed a $10,000$15,000 debt that never shrank. Victim services were on site that night. The trafficker who arrived with her was booked with additional weapons and drug charges; a warrant was issued for the husband, and both are now in custody.Strategic Partnerships and Force MultipliersDeliverFund intelligence reaches the field through a network of strategic technology partners. Hoonify Technologies' TurbOS operating system collects data five times faster than prior infrastructure and increased annual report output by nearly 50%, enabling 24/7 operations. Whooster/NightWatch, fused with OWL Data Fusion, places DeliverFund's 6+ billion data points directly into the hands of 8,000+ officers across 700+ jurisdictions free of charge. Additional partners including Fog Data Science, ROC (American-made multimodal biometrics and Vision AI), My Mobile Witness (real-time citizen tip routing to fusion centers), and Rook Advisors (in-house IT and infrastructure) further extend analyst capacity and reduce cloud dependence, freeing more donor dollars for program work. Across these integrations, DeliverFund recorded 2,726 third-party integrations delivering intelligence to officers over its five-year reporting window.Notable Law Enforcement and Government PartnersDeliverFund partners with federal agencies including the FBI, DEA, NCIS, and the U.S. Department of Homeland Security; state Attorney General offices in Montana and California; the San Luis Obispo County and Missoula County District/County Attorney's Offices; major metropolitan police departments in Houston, Dallas, and Pittsburgh, along with the Pennsylvania State Police; the Tarrant County Sheriff's Office; the Human Trafficking Rescue Alliance (HTRA); the Montana Statewide, Missoula, and South Florida Human Trafficking Task Forces; and national bodies including Crime Stoppers USA and International, the National White Collar Crime Center (NW3C), the National District Attorneys Association (NDAA), CalTipa, and NTCC.Across these relationships, DeliverFund's 2025 partner agency footprint included 173 municipal police departments, 74 sheriffs' offices, 30 federal agencies, 30 state agencies, 30 corrections and probation agencies, 6 intelligence and task force units, 5 prosecutor and Attorney General offices, and 33 additional partner agencies.Outreach, Education, and AdvocacyIn 2025, DeliverFund's combined podcast and social media reach surged to 4,438,888 people, nearly five times the 918,358 reached in 2024. Growth was driven by long-form channels that let CEO Nic McKinley convert attention into donor and law enforcement engagement.Recognition and Financial TransparencyDeliverFund remains 100% donor-funded and accepts no government funding. In 2025, DeliverFund continued to hold its Three-Star rating from Charity Navigator, Platinum Seal of Transparency from Candid, and Certified Transparent rating from Excellence in Giving.Testimonials from Supporters and PartnersWhat stood out was their professionalism, not because they wanted to make a name for themselves.
