  • Heart Dog Harbor initiated its foster-based rescue program during the tax year placing one at-risk dog into a foster home and providing individualized care including veterinary support and behavioral stabilization to prepare the dog for adoption. In addition to direct animal care the organization focused on building the infrastructure required to scale the program including recruiting and onboarding foster volunteers developing foster policies and procedures establishing veterinary partnerships and creating systems for intake placement and adoption coordination.
