PROVIDE FUNDING, FINANCIAL SUPPORT, RESOURCES AND OTHER ASSISTANCE TO CHARITABLE AND NOT-FOR-PROFIT INSTITUTIONS WHOSE PRIMARY PURPOSE IS TO PERFORM LEGAL SERVICES FOR INDIVIDUALS WHO ARE INDIGENT, ARE THE VICTIMS OF ABUSE OR NEGLECT, AS WELL AS FOR OTHER CHARITABLE AND PUBLIC PURPOSES.
