IT REQUIRES PIPELINE OPERATORS TO DEVELOP AND MAINTAIN A WRITTEN QUALIFICATION PROGRAM FOR INDIVIDUALS PERFORMING COVERED TASKS ON PIPELINE FACILITIES.
