PROVIDE QUALITY MENTAL HEALTH CARE SERVICES FOR THE COMPREHENSIVE PREVENTION, ASSESSMENT, AND TREATMENT OF SUBSTANCE ABUSE AND DEPENDENCE AND RELATED BEHAVIORIAL MATTERS.
