Form 990, Part VI, Section A, Line 4 During 2025, the Board of Directors approved changes to the Hill Country Transit District (HCTD) bylaws which increased the number of voting Board members and increased the number of Board members required to be present for a quorum. Form 990, Part XI, Line 9 Loss on disposal of capital assets HCTD experienced delays in preparing its 2025 audit and Form 990 due to employee turnover in several key accounting positions, as well as program service changes that added financial reporting delays. HCTD is currently contracting for management services as well as financial management to ensure HCTD meets reporting deadlines in the future. HCTD submitted Form 8868 for extension on May 4, 2026. HCTD is submitting its 2025 Form 990 closer to year-end than it did in the prior year and will continue to work towards a more timely submission.
