The Foundation reimburses staffing costs to Public Affairs Council, a related organization, based upon timesheet allocations and actual payroll costs. The Council's methods for establishing compensation of the top management officials include: Compensation committee Independent compensation consultant Written employment contract Compensation survey or study Approval by the board or compensation committee Part I, Line 4b PAC, a related organization of the Foundation, has a non-qualified deferred compensation plan under Section 457(f) of the Internal Revenue Code (IRC) for executive employees. PAC made no contributions to the plan for the year ended December 31, 2024. The Council ended contributions to the deferred compensation plan at the end of 2021. Part V, Lines 2a & b, Part VII, Part IX Compensation & Benefits Reporting: The Foundation does not have any employees. The Foundation reimburses staffing costs to Public Affairs Council, a related organization, based upon timesheet allocations and actual payroll costs. Public Affairs Council files all required federal employment returns. Form 990, Part VI, Section B, line 11b The 990 is prepared by our independent auditing firm. The Senior Director of Finance reviews the 990 along with the President prior to filing with the IRS. Members of the Executive Committee are provided with a copy of the 990 prior to filing. Form 990, Part VI, Section B, line 12c The Foundation monitors compliance with its conflict of interest policy annually. At the annual board meeting, board members are given copies of the conflict of interest policy and are asked to respond in writing to any possible conflicts. Form 990, Part VI, Section B, line 15 The Foundation does not have any compensated employees, directors, or officers. The Foundation reimburses staffing costs to Public Affairs Council, a related organization, based upon timesheet allocations and actual payroll costs. The Council's compensation policy for officers and key employees is provided below: A compensation study was done by an independent consulting firm. Salary range was determined for all staff including the President and other key employees. A compensation committee agreed on salary and compensation for the President.
