Form 990, Part XI, Line 9 During fiscal year 23/24 the Association created a new not-for-profit organization to support the activities of the United Soccer Coaches Foundation, which previously operated within this Association. All funds raised by the foundation were transferred which accounts for the decreases in assets and restricted net assets. During fiscal year 2023-2024, the Association experienced significant operational and financial disruptions resulting from failures within several core program products. These events created substantial unexpected financial losses and necessitated immediate organizational restructuring and cost containment measures. As part of these efforts, the Association underwent significant turnover in its financial management and accounting functions, including the transition of accounting responsibilities to an external service provider. The transition was unsuccessful and resulted in incomplete and unreliable accounting records during the fiscal year. Compounding these challenges, executive leadership changes occurred during this same period, requiring the Board Treasurer to assume direct oversight of the Association's financial operations in order to stabilize ongoing operations and restore financial controls. Once operational stability was achieved, the Association undertook the substantial task of reconstructing the fiscal year 2023-2024 accounting records and financial statements with limited staffing and resources. Due to the extent of the reconstruction required and the absence of complete accounting records, additional time was necessary to ensure the accuracy and completeness of the Form 990 filing. The Association acted in good faith and as diligently as possible under the circumstances to restore accurate financial reporting and compliance. The return was filed as soon as practicable following completion of the reconstruction and review process.
