(FOLK) has a formal agreement with Harris County that binds the relationship and authorizes FOLK to use a portion of the Kingwood Branch Library as an area "for the display and sale of used books, other media, and miscellaneous items, and for other purposes as may be appropriate, in the opinion of the County, for fundraising and promotion of literacy." As consideration of the use of the area, FOLK pays a semi-annual concession fee to Harris County on gross sales receipts. The Agreement further authorizes Harris County to audit FOLK's financial records. Schedule A, Part IV, Section D, Line 3 The Kingwood Branch Library Manager is an ex-official non-voting member of the Friends of the Library, Kingwood, Inc. (FOLK) Executive Board and attends all Board meetings. The Kingwood Branch Library Manager requests and receives an annual grant of funding of the Kingwood Branch Library and makes requests for additional funds., if needed. Due to this close working relationship, Harris County, through the County Auditor, the County Library Director, and the Kingwood Branch Library Manager, has significant oversight and voice of FOLK income and assets. Furthermore, the Agreement and FOLK bylaws provide for all funds and assets held by FOLK to become County's property upon the earlier to occur, termination of the Harris County Concession Agreement or dissolution of FOLK. Schedule A, Part IV, Section E, Line 1c Friends of the Library, Kingwood, Inc. (FOLK) is a Type III Fundraising Integrated Supporting Organization by the fact that is supports the government entity known as the Kingwood Branch Harris County Library. FOLK operates a used bookstore located inside the Kingwood Branch Library collecting donated books and media to sell within the used bookstore or online, or redistribute to other libraries or worthy causes. Schedule A, Part IV, Section E, Line 2a Friends of the Library, Kingwood, Inc. (FOLK) provided $118,601.71 of disbursements (90% of income) to the Kingwood Branch Library either as a grant or direct support. Grants ($88,049.95) were for the Children, Young Adult & Adult Programs, the purchase of books, digital media, DVDs, furnishings, makerspace equipment and supplies, periodicals, audio books, ELA classes, library equipment, and continuing education. Direct Support ($6,553.40) was for commemorative pavers, concession fees for the use of the Kingwood Branch Library, Texas sales tax on the sales of donated used books and meetings. Schedule A, Part IV, Section E, Line 2b In addition to the significant public financial support, Friends of the Library, Kingwood, Inc. (FOLK) received general public support through donations of used books, and media for resale, and the purchase of used books and media in the FOLK Used Bookstore operated entirely by non-paid volunteers. This revenue and volunteer support supplements the Kingwood Branch Library to provide an enhanced service and significant benefit to the patrons of the Library and the Kingwood community. Substantially all of the FOLK activities are "direct furtherance" activities that augment and support the Kingwood Branch Library programs. The FOLK Used Bookstore of collecting, sorting, and selling used books and media, and providing program and makerspace materials, is a service to the Kingwood Branch Library that would be required to be conducted to some extent by the limited staff and resources, or even foregone, "but for" the support provided by the FOLK volunteers. Form 990-EZ, Part I, Line 10 Funds were allocated by the FOLK Executive Board to be used at the discretion of the Kingwood Branch Library located at 4400 Bens View Lane, Kingwood, TX 77339 for the following programs implemented directly at the library.
