Comprehensive work was done to upgrade our websites to build them into a resource corner for volunteers and to attract new ones. Our training modules are housed on our website along with technical,medical and organizational information. We track and monitor the traffic and useage on the site and for a 3-month period we saw 14,715 views with 10,985 active users. It is a powerful tool to communicate with train and motivate our volunteers. Social media Facebook Google adwords was used to inform educate and recruit potential MRC volunteers. A promotional video was produced for Youtube and has been a strong media channel. MRC units were given the opportunity to shop for pre-identified marketing supplies like logoed uniforms display and exhibit tents tables and presentation materials binders. Each unit submitted applications describing criteria area how they would accomplish their goals what resources they needed and a complete line-item budget. The MRCIL Board and Grant management team reviewed for feasability and eligibility. Upon award the MRC units were obligated to enter into a contract MOU that stipulated proper use of federal funds. After program end a common due date was set for final program and financial reporting to MRCIL. If any funds remained they reibursed MRCIL. Part VI, Line 3 Since MRCIL has no employees and a 100% volunteer board all of whom work in the emergency services field daily it was necessary to hire a Grant consulting firm that was versed in Emergency Preparedness and Disaster response was capable of performing administrative and grant plan management and had the infrastructure internally to manage a grant this size. The Odysseus Grant Management system was used that tracked program and budget status in real-time; had a robust financial data purchasing process; and with peripheral software enabled us to roll out our Subaward processes Emergency and Marketing supplies shopping cart functionality with fully integrated permanent record retention. Internal controls were determined by the MRCIL Board and approvals for all expenditures were made by the Board or Treasurer per policies. Part VI, Line 11a The 990 was prepared by the Treasurer and the Accountant then distributed by email to all Board members prior to filing. The Treasurer is the deisgnated official in by-laws to file tax forms. MRCIL has no staff and a 100% volunteer Board who since 2012 operated on a nominal budget 2000 Yr. A federal grant award from HHS 2M resulted in more board oversight involvement and coordination of emergency preparedness planning training for 60 MRC units statewide. Incredibe program accomplishments were achieved and all federal monies spent according to the terms of the award and with strong purchasing controls. Extensive grant reporting to HHS was submitted when due but it was not until we met the threshold for both a financial and OMB Single audit for 2024 that we discovered the 990 filing errors and moved quickly to correct them. We immediately contracted with an outside Accountant and an Audit firm to identify errors determine filing thresholds and prepare the returns. We worked closely with over 60 MRC units to achieve the goals set forth but did not have the policies in place to ensure compliance on 990 requirements. Since March 2026 the MRCIL Board has adopted Conflict of Interest w annual signature Code of Ethics Whistleblower EEO Anti-Harassment and updated Document Retention policies. We have established as part of the annual Board calendar due dates for all federal state and local reporting and compliance. We intend to recruit future Board members who have accounting or finance backgrounds to serve on an advisory basis. We anticipate the 2024 audits being completed by September 30 2026. We recognize the extra burden this places on an already short-staffed IRS agency and apologize for the delays.
