<PrimaryExemptPurposeTxt>Community Living Above (CLA) is a prevention coalition that implements prevention efforts in the community. We are dedicated to preventing substance use among youth by collaborating with the community to raise awareness, modify social norms, educate youth and adults, and promote mental health wellness. We do this by engaging, educating, and empowering youth, families, and communities to make informed decisions by assessing the local conditions, developing a community coalition that establishes a framework that strengthens collaboration and supports the implementation of activities that prevent youth substance use/misuse, fosters resilience, provides education, resources, and support, and promotes healthy life choices. Our program is built on collaboration. We are creating a safe and nurturing environment for our youth through evidence-based programs, community engagement, and partnerships with families, schools, and other stakeholders. We believe that working together can empower you</PrimaryExemptPurposeTxt>

<DescriptionProgramSrvcAccomTxt>Program Service Accomplishment 1 - Parent and Community Education In 2025, Community Living Above (CLA) expanded its prevention-focused outreach and education efforts for parents, caregivers, professionals, and community members through newsletters, digital outreach, educational events, and community engagement activities. Weekly social media messaging and prevention awareness campaigns continued throughout the year, averaging 5 or more posts per week and reaching thousands with information on adolescent brain development, prevention science, local trends, and available community resources. CLA coordinated and participated in multiple prevention education forums and presentations during the year, both virtually and in person. Educational offerings included Community Forums on Substance Use Prevention; adolescent brain science presentations featuring prevention experts such as Dr. Crystal Collier; school-based parent education events across four school communities; and outreach presentations for mental health practitioners and community partners. Additional presentations addressed emerging substance trends and prevention topics, including Understanding 7-OH - Science, Risks, and Lived Experience, Substance Use Trends: The Effects on Child Safety, Unpacking the Risks of Modern Marijuana, Let's Talk Cannabis Oregon with Clackamas County, and Wellness & Substance Use Prevention for Busy Students and Athletes. Throughout 2025, CLA also participated in community outreach events and staffed informational booths focused on alcohol, marijuana, counterfeit pills, safe medication disposal, and youth wellness. Prevention messaging continued emphasizing the importance of early conversations, healthy norms, family engagement, and strengthening protective factors shown to reduce youth substance use risk. CLA's educational efforts are intended to increase awareness and support informed decision-making among families and communities.</DescriptionProgramSrvcAccomTxt>

<DescriptionProgramSrvcAccomTxt>Program Service Accomplishment 2 - Community Assessment & Strategic Prevention Framework (SPF) In 2025, CLA continued implementing community assessment and strategic planning activities using the Strategic Prevention Framework (SPF) to guide prevention priorities and evidence-informed community strategies. Annual data is reviewed and monitored throughout the year, which continues to focus on DUI and traffic crash reports, Oregon Liquor and Cannabis Commission (OLCC) compliance data, overdose and emergency department trends from Oregon Health Authority and OHSU/EDDS sources, school attendance and dropout information, and Oregon Student Health Survey data collected from 6th, 8th, and 11th grade students. CLA additionally participated in the Oregon Tobacco and Alcohol Retail Assessment (TARA) kickoff training in January 2025, and staff and youth visited 12 stores in the West Linn Community. Information gathered through these assessment activities was shared with coalition members and community stakeholders to help identify changing trends, risk and protective factors, community readiness, and prevention gaps. CLA staff and coalition partners participated in numerous professional development and prevention capacity-building opportunities during the year, including CADCA National Coalition Academy activities, Capitol Hill Day, Strategic Prevention Framing training, Drug Free Communities and CARA Core Measures webinars, SAMHSA Power Sessions, and cultural competency trainings. CLA maintained collaboration with local and statewide prevention, behavioral health, and public health partners to support alignment with Oregon's evolving primary prevention framework following passage of statewide prevention legislation in 2025. Collaborative partners included the Alcohol & Drug Policy Commission (ADPC) Prevention Committee, Clackamas County Prevention Coalition, Mental Health and Addiction Council, Mid-Willamette Overdose Prevention Workgroup, Suicide Prevention Coalition of Clackamas County, Oregon Coalition of Prevention Professionals (ORCPP), New Drug Talk Oregon Advisory Council, and the Alliance to Prevent Suicide Lethal Means Safety Subcommittee, and the High Intensity Drug Trafficking Area OR/ID), to name a few. Community engagement activities ranged from small focus groups and coalition meetings to larger town halls, presentations, and policy discussions involving local and regional stakeholders. CLA also participated in the ADPC Roadshow across multiple counties, contributed to prevention policy discussions and legislative meetings, educating leaders on the importance of primary prevention in the continuum of care, and presented at the Oregon Prevention, Addiction, and Treatment (OPAT) conference. CLA continued serving as a prevention resource for the community by responding to ongoing requests from parents and community members seeking prevention education, support, and referral information.</DescriptionProgramSrvcAccomTxt>

<DescriptionProgramSrvcAccomTxt>Program Service Accomplishment 3 - Student Prevention Education & Engagement -In 2025, CLA continued supporting youth prevention leadership and engagement through the Teen Advisory Board (TAB), a prevention-focused club at West Linn High School. TAB involved approximately 75 student participants in prevention awareness campaigns, leadership development activities, peer engagement opportunities, and community education efforts throughout the school year. Students organized and facilitated five prevention lunch events during the year, each reaching approximately 50-75 students. TAB also supported adolescent brain science education efforts by hosting prevention expert Dr. Crystal Collier, who presented to approximately 3,500 students in grades 9-12. Additional student prevention activities included Freshman Health classroom sessions on Opioid Prevention, Stress Less Week activities, social norms education campaigns, and the "Why I Choose to Wait" poster initiative designed to reinforce healthy decision-making and accurate perceptions regarding youth substance use. TAB members played a significant role in organizing awareness activities related to National Drug & Alcohol Facts Week, Substance Use Prevention Month, and Overdose Awareness Day, which are among the annual events that youth continue to participate in. These campaigns reached students, families, and community members through in-person engagement, social media outreach, and local community partnerships. Students collaborated with school staff, healthcare professionals, local law enforcement representatives, the school resource officer, city leaders, and community prevention partners to develop and display prevention messaging and educational materials that emphasize mental wellness, healthy coping skills, and the importance of delaying substance use. Due to their continued prevention leadership efforts, TAB students participated in presentations and panel discussions with local, county, and statewide organizations throughout 2025. Youth representatives spoke with school boards, city councils, and statewide prevention groups and participated in a statewide youth prevention and recovery event. Students were also invited by the Oregon Health Authority to discuss prevention education and youth engagement with state leaders. TAB youth participated in the NW Youth Fall Forum hosted by NW SPARC, a statewide youth-led prevention task force, where students spent 3 days engaged in leadership activities that continue to further the advancement of statewide prevention.</DescriptionProgramSrvcAccomTxt>

<ExplanationTxt>Community Living Above takes its federal tax compliance obligations very seriously. Historically, Community Living Above has a consistent track record of filing its Form 990 on time, demonstrating our ongoing commitment to compliance. This year due to an administrative error, the extension for the form 990 EZ for 2025 was not timely filed. This error is due to a volunteer accountant working on the extension, but due to unexpected out of town travel, not properly filing the extension in the software. As soon as the error was discovered, the volunteer took action to complete and file the return as soon as possible. For this reason, we respectfully request that any late filing penalties be waived.</ExplanationTxt>
