Massachusetts Appleseed also testified in support of An Act to Eliminate Barriers Youth and Young Adults Face to Accessing Supportive Services (H.192 / S.94), which would allow unaccompanied minors ages 15-18 who are experiencing homelessness or at risk of homelessness to consent to essential supportive services on their own, ensuring they can access care without parental permission. In addition, Massachusetts Appleseed supported An Act to Provide Identification to Youth and Adults Experiencing Homelessness (H.3388 / H.3360 / S.2251), which would create more accessible pathways for individuals experiencing homelessness to obtain state identification, reducing barriers to employment, housing, and services. Massachusetts Appleseed testified in support of An Act Enhancing Learning in the Early School Years Through a Ban on School Exclusion (H.453 / S.289), which would prohibit suspensions and expulsions for young students in pre-K through 3rd grade (with a phased expansion to 5th grade) for non-serious infractions, promoting better educational outcomes. It also supported An Act to Ensure Equitable Access to Education, Including Special Education Services (H.454 / S.249), which would require the state to publish disaggregated education data so inequities affecting vulnerable student groups are more transparent and can be addressed. Massachusetts Appleseed further testified in support of An Act to Prevent Suspension or Expulsion for Dress Code Violations (H.478 / S.290), which would prohibit exclusionary discipline solely for dress code violations and require dress codes to be inclusive, non-discriminatory, and respectful of cultural and religious expression. In addition, it supported An Act Relative to Safer Schools (H.517 / S.300), which would help schools adopt safety approaches that do not rely on policing, clarify the appropriate role of law enforcement, and improve training and data collection. Massachusetts Appleseed also testified in support of An Act to Remedy Disparities in Students' Educational Achievement (S.294 / H.597), which would limit suspensions and expulsions for minor infractions, strengthen due process protections, and require better data collection and planning to address disparities in school discipline. Finally, Massachusetts Appleseed testified in support of An Act Relative to Language Access and Inclusion (S.1990 / H.3084), which would require state agencies to provide interpretation and translation services, implement standardized language access plans, and improve data collection to ensure meaningful access for individuals with limited English proficiency.
