<Desc>Housing ServicesSupportive Housing Programs provide a blend of social service support and housing assistance to special needs populations, including homeless families, families with mental health or substance use issues who are also trying to transition from welfare to work, as well as adults with chronic mental illness. CPSFL has developed two properties for special needs populations and works with area landlords to facilitate decent, affordable independent living. The Homeownership Promotion and Preservation Program provides a full spectrum of homeownership services, (Continued on Schedule O) including homebuyer education classes, pre-and post-purchase counseling, and access to residential mortgage and down payment assistance. The Prosperity Center program offers low-income residents a one-stop source of financial empowerment services, including a matched-savings program for homeownership, help in resolving credit issues, money management assistance, ACCESS benefits assistance, education and job assistance, plus free VITA (Volunteer Income Tax Assistance) income tax services. SOFI (Security our Future Initiative), a workforce development program, targets households at 50% or below poverty level. The program provides financial literacy workshops, individual financial coaching, income tax preparation, resum writing, interviewing skills, and all training relevant to becoming financially literate and self-sustaining. HPI is a chartered member of the prestigious National NeighborWorks America (NWA), formerly known as Neighborhood Reinvestment Corporation, and as such receives technical and financial support with an emphasis on promoting affordable housing and neighborhood revitalization. In 2024, HPI added a rental counseling component which allowed HPI to provide rental counseling services to existing clients in the pipeline. It can take years to reach mortgage capacity based on income and credit. Many HPI clients have been working for several years to purchase a home. While they wait, HPI offers educational workshops on tenant legal rights, case management, and access to rental assistance to support them in reducing their house cost burden and establishing a savings plan. The second new initiative under the Homeownership Promotion and Preservation Program is the Heirs Property Awareness and education program. This is a new initiative that began in 2024 with the support of JP Morgan Chase. HPI currently has a MOU with Legal Aid Society of Palm Beach County to deliver the educational workshop and help that client needs to navigate the process of Estate Planning and Probate that will last till 2027.Community Land Trust (CLT), HPI developed ten (10) homes through a $1.3 million grant from Florida Housing Finance Corporation and Palm Beach County Department of Housing and Community Development for use in its Community Land Trust (CLT), In accordance with the operating structure of a CLT, the land underneath the homes is owned by HPI, while the homeowner purchases and owns the improvements. The homeowner only pays the purchase price and taxes for the improvements and leases the land from HPI for a nominal amount. This arrangement allows for favorable financing and lower real estate taxes for the homeowner. There are resale restrictions, and the unit must be sold to qualified buyers earning 80% or below of the Palm Beach County Area Median Household Income (AMI), adjusted annually. The Lending Program provides brokerage services for FAHE and serves as a corresponding lender for Bank United, originating and closing loans under HPI. The goal is to close 12 to 15 loans. HPI also originates and closes deferred second mortgages. In 2024, lending and homeownership were more than challenging. Due to a combination of high interest rates and the lack of inventory, HPI did not close any loans for the fiscal year 2023-2024 and fiscal year 2024-2025 HPI had 4 closings, 3 with our CHAMP program and 1 with FAHE, our broker. Currently, HPI serves in Palm Beach County and Broward County, mainly for the CHAMP program.Previously, HPI served as the lending agency for the Neighborhood LIFT 1.0 program (LIFT1) in Tampa, Orlando, and Jacksonville, LIFT 3.0 (LIFT3) in Jacksonville, and LIFT 5.0 (LIFT5) in Orlando, in partnership with NeighborWorks America and Wells Fargo. The lending department also administers down-payment assistance through the Down Payment Assistance program, where HPI provides $5,000 5-year forgivable down-payment assistance to households earning up to 120% of AMI.HPI administered the LIFT Program until 2019. LIFT1 provided $15,000 or $25,000 5-year forgivable down-payment assistance funds to qualified borrowers in those cities between July 2012 and July 2014. The LIFT1 program completed its administrative phase in July 2019. In November 2016, HPI entered into a similar agreement with NeighborWorks America and Wells Fargo to administer LIFT 3.0 (LIFT3) in Jacksonville. LIFT3 provided $2,500 to $7,500 3-year forgivable down-payment assistance funds to qualified borrowers in Jacksonville. The LIFT3 program has been currently in its 3-year administrative phase since January 2019. LIFT5 provides $15,000 or $17,500, 5-year forgivable down-payment assistance funds to qualified borrowers in Orlando, starting in January 2019 through October 2020. The LIFT5 program is now in its administrative phase.Real Estate Development and Asset Management (REDAM) CPSFL is collaborating with stakeholders to facilitate the development of new residential units, for sale or rental for households earning up to 120% of Palm Beach County Area Median Household Income. CPSFL is currently in the predevelopment stage of two projects. They include: the Celtics expansion, a 46-workforce/affordable rental housing project; the Davis Commons project and 20 for-sale townhouses in partnership with the Community Land Trust of Palm Beach County and the Treasure Cost; and the development of fifteen (15) additional, scattered sites in a joint venture with the Riviera Beach Community Development Corporation and HBR Developers, LLC. Construction on Davis Commons was delayed in 2023 and will resume in 2025. All 3 projects are still in predevelopment. Furthermore, CPSFL also has a land acquisition/construction and resale program that works toward upgrading the housing stock in disenfranchised communities. CPSFL plans to acquire and redevelop 10 housing units per year. Affordable Rental CPSFL is working to increase the inventory for affordable rental, targeting households at 120% and below Palm Beach County area median household income which stands at $104,000 this year. In 2023, Lake Worth Beach donated a 6- unit rental apartment to CPSFL, all 2-bedroom units and rented to households at 80% to 100%. In 2024, we applied and received a low-interest, cash flow dependent SHIP loan to purchase a 10-unit rental apartment complex. The units are rented to households at 60% to 120% AMI.</Desc>

<Desc>Community ServicesCPSFL's Mentoring program offers a fun, safe, and structured opportunity for the one-on-one mentoring of children. The mentors and mentees meet weekly and participate in structured activities at school-based sites during the traditional after school hours. HPI's four mentoring programs use evidenced-based standards to guide safe and impactful mentoring relationships. Mentoring is a supervised onsite program that happens between 2:30pm to 6:30pm, Monday through Friday and Saturday 9:00am to 1:00pm at Highland, Pioneer Park and Pahokee elementary schools in addition to Lake Worth middle school. (Continued on Schedule O)In addition to our current mentoring opportunities, "Mentees on the Move," HPI offers a STEM-focused (Science, Technology, Engineering, and Math) mentoring program made possible through the PBC STEM Learning Ecosystem hosted at the COX Science Center. Through collaboration with the COX Science Center and Aquarium and the support of generous local partners, this unique program is aimed to improve the STEM pipeline, inspire the next generation, and empower STEM professionals to positively influence our community. Preventing students from dropping out of the STEM talent pipeline is essential in meeting current and future U.S. job demands. There is still a high number of students that would like to pursue STEM careers, and this number is increasing. Youth received direct one-on-one mentoring with their adult mentors throughout the year. Youth together with their Mentors, explored and received opportunities to experience; art, games, exploration of careers, enriching field trips and sports workshops.Teen Outreach Program (TOP) is a youth development program that uses a teen club model. TOP achieves positive outcomes for youth by providing them with opportunities to learn new skills and practice them in an emotionally safe and supportive setting with caring, trained adult facilitators. The program's primary goals are to; Improve social and emotional learning, and life skills; Support development of a positive sense of self; Strengthen connections with others; Improve academic outcomes and decrease risky behavior. TOP has been implemented successfully with diverse communities and in both urban and rural environments. The program is designed to meet the needs of middle and high school teens in a variety of settings. CPSFL TOP Clubs provided 28 TOP Clubs in school both middle and high schools, and one OST (out of school time).HPI serves as the lead agency for five BRIDGES sites in Palm Beach County, supporting families in Belle Glade, Pahokee, Riviera Beach, and two locations in Lake Worth. Community Partners of South Florida has significant capacity to make a lasting, positive impact on our children, families, and communities. Believing that impractical solutions to complex community issues require an approach that is both holistic and focused, Housing Partnership was formed in 1986 to help meet the community's need for affordable housing and to assist in neighborhood revitalization efforts. Accordingly, we offer an array of innovative and economically sustainable paths to affordable housing and community living for low to moderate income families and those with special needs. Services include assistance in obtaining and maintaining housing for first-time homeowners; neighborhood planning; community development and community organization; after-school programs in targeted areas; supportive housing for the mentally ill and individuals struggling with addictions; and family-strengthening and empowerment programs. Housing Partnership remains a chartered affiliate of the National NeighborWorks America since 1996. <ExplanationTxt>During 2024 and 2025, HPI entered into various transactions with related parties. Each of these parties is related through common officers and/or directors. Parent-Child Center, Inc. During the year ended September 30, 2025, there was no intercompany receivable for shared resources between HPI and PCC at year end. St. Charles Place Manor, Inc. HPI provided all financial, administrative, and operational services for St. Charles since its incorporation in March 2006.
