As we understand, the individual who made the bequest held a high regard for the Colorado Air National Guard and particularly our Foundations mission. After he died, we learned he left a large cash portion of his estate to COANG. The funds were distributed in cash over two years, as the estate was settled - $461,775 was received in 2019, and the remaining $198,679 in 2020. The overall circumstances surrounding the bequest were clearly not anticipated when COANG was founded in 2017 and its application for exemption was filed and subsequently approved. Thus, we consider the receipt of a total of $660,454 to be unusual and properly excluded for purposes of inclusion on Schedule A, Part II, Sections. A and B, of the public support test for the following reasons:1.The contribution was made by a person with no connection to the organization.2.The contribution was a bequest.3.COANG was only formed in late 2017 and prior to the receipt of the bequest had commenced to carry on a program of public solicitation.4.COANG is making an effort to attract broader public support.5.COANG has a representative (broadly based) governing body.6.There were no restrictions imposed by the bequest.Finally, we acknowledge that the receipt of this large bequest has made it difficult for us to solicit smaller donations from the broader public, however, the new Board of Directors has developed a fundraising strategy to increase efforts that will obtain the public support.
