The funds raised support scholarships for graduating seniors. The proceeds from the Scholarship Trail Ride, the Scholarship Chili Cook-off, and 5% of the Junior Livestock and Junior Non-Livestock Auctions of the Fair are contributed to the scholarship fund. Since the program began, over $2.7 million in college scholarships have been awarded. In 2024-2025, the MCFA committed $154,203 in scholarships to graduating seniors in Montgomery County. Scholarship applications are available at the MCFA office, the MCFA website, and participating high school senior counselors' offices. Applications are evaluated, and awards are made by the Scholarship Committee. Scholarships are paid directly to the Student Financial Aid Office per semester. Form 990, Part VI, Section A, line 1a The Executive Committee exercises powers delegated by the Board of Directors. It includes the President, Immediate Past President, President-Elect (when applicable), and up to eight Officers (no more than six Vice-Presidents, the Secretary, and the Treasurer). The Executive Director of the MCFA serves as a non-voting member. Form 990, Part VI, Section A, line 2 Glen Koy and Shannon Ko have a familial relationship. Bobby Finley and David Finley have a familial relationship. Form 990, Part VI, Section A, line 6 Any person interested in the promotion or encouragement of the Montgomery County Fair and Rodeo may become a member of the MCFA upon their application and the acceptance or approval thereof by the MCFA. The Board of Directors determines the dues and conditions of membership, as well as the classification of membership. Each member has one vote in the membership meetings. The categories of membership include Life Members and Annual Members. Form 990, Part VI, Section A, line 7a The members of the Board of Directors are nominated by the voting membership and elected by the members of the MCFA for a term of three years at the Annual Meeting of the membership. Form 990, Part VI, Section B, line 11b A copy of Form 990 is provided to the board for review prior to filing with the IRS. Form 990, Part VI, Section B, line 12c The organization's conflict of interest policy is provided in the leadership handbook for Officers and Board members. Upon discovering a duality of interest, a written description of the transaction or situation, with complete disclosure of all relevant facts, must be promptly submitted to the Fair President for consideration and subsequent consultation with the Executive Director. If both agree that a conflict of interest is not likely result from the transaction or situation, it will be approved. If the Fair President and Executive Director do not agree, or they both believe there is a possible conflict of interest, the transaction or situation should be submitted to the Board of Directors for final decision. Our Bylaws state that, rather than imposing sanctions in the presence of a conflict, we do not allow any member to enter into any contract or arrangement that may result in a conflict without the board's approval. If a conflict is not approved, the board of directors will take action to remedy, restrict, or otherwise correct it. Form 990, Part VI, Section B, line 15a The President is responsible for conducting an annual review with the Executive Director. The Personnel Committee meets annually near the end of the fiscal year to discuss compensation and evaluate the Executive Director's performance. Local comparability data is used to evaluate compensation. Recommendations from the Personnel Committee are made to the Board of Directors for approval as part of the budget process. After approval, the President's written correspondence is provided to the Bookkeeper, along with any instructions on salary adjustments. Form 990, Part VI, Section C, line 19 Upon request. Part VII, Section A, The Past President Delegates are selected from members who have served three consecutive years as Immediate Past President and shall thereafter have the title of Past President. Three Past Presidents may serve as voting members of the Board of Directors. All Members shall meet as part of a combined voting body (Board of Directors, Past Presidents, and Chairman's Council) to assist in annual budget approvals and proposed By-Law amendments.
