During 2024, the Pennsylvania Legislative Black Caucus Foundation hosted educational and community engagement events to promote civic awareness and leadership recognition across Pennsylvania. Signature activities included the K. Leroy Irvis Day celebration, which convened community leaders and policymakers, and the James R. Roebuck Scholarship Luncheon, which provided scholarships to students statewide. The organization timely filed and received approval for an extension; however, additional time was required to complete the return due to a transition in financial leadership. The current Treasurer was not serving in that role during the 2024 tax year and therefore needed sufficient time to obtain historical financial records, supporting documentation, and access to systems from prior leadership. The process of retrieving, organizing, and verifying these materials required additional time to ensure the accuracy and completeness of the organization's financial reporting. The organization acted in good faith, exercised ordinary business care and prudence, and filed the return as soon as the necessary information was available. The delay was not due to willful neglect but rather to circumstances outside the immediate control of current leadership during a governance transition. The Foundation remains committed to timely compliance with all federal filing requirements moving forward.
