The unit completed the application and described what criteria area they were applying under how they would accomplish their goal what resources they needed and a complete line-item budget. The MRCIL Board and Grant Management team reviewed feasibility and eligibility. Upon award the units were obligated to enter a contract MOU that stipulated fderal use of funds. After the program they were given deadlines to submit reports of how funds were spent. If any funds remained they reimbursed MRCIL. Item B - Amended Return We are amending the 990-N previously filed and accepted. We received a federal grant and proceeds exceeded the threshold for 990-N or 990-EZ. MRCIL has no employees and a 100% volunteer board who had average annual receipts less than 2,000 in prior years before the grant was received and so did not have the staff or experience in filing a complex 990. Financial and Single audits were required for a subsequent year so the unintentional error was discovered and when attempting to file on due date of 4 15 2026 the return was rejected because of incorrect fiscal year should have been calendar year not fiscal year 7 1-6 30. Part III, line 2 A federal grant helped us to equip the units with medical emergency supplies training tools subawards to improve their local unit readiness social media outreach for volunteers Part VI, Line 3 Since MRCIL is an all-volunteer board with no employees we were required to subcontract some management and administrative duties to a firm but all internal controls were determined by the Board and approvals for expenditures were made by Board or Treasurer per policies. Part VI, Line 11a The 990 was prepared by the Treasurer and Accountant then distributed by email to the Board members prior to filing. The Treasurer is the designated official in by-laws to file tax forms. Part VI, Line 19 Financial and organizational information at statewide annual meetings of the MRC units was provided. NOTE that the Board has adopted the following policies in Feb-March 2026 : Conflict of Interest w signed annual renewals; Code of Ethics; Whistleblower; Anti-Harassment; Equal Opportunity MRCIL has no employees and a 100% volunteer board all of whom work in the medical emergency field on a daily basis. MRCIL had average annual receipts less than 2000 in prior years before the grant was received and so did not have the staff or experience in filing 990. When Financial and Single audits were required for a subsequent year the unintentional error was discovered on May 15 2026 when the return was rejected for incorrect fiscal year and we moved quickly to work with the Accountant and Auditing team to identify the errors determine filing thresholds prepare the return. We apologize for the extra work it imposes on IRS and will also be amending the 2024 990-N filing.
