      <PrimaryExemptPurposeTxt>Jefferson Regional Health Alliance (JRHA) is a collaborative learning community of regional leaders from multiple sectors working together to improve the health and healthcare resources of Southern Oregonians. As a learning community, JRHA fosters connections between organizations and individuals to inspire strategic collaboration. We believe communities will be stronger, healthier, and more sustainable when leadership works collaboratively. In 2024, JRHA focused on the following priorities: a)Child Care b)Primary Care Workforcec)Behavioral Health JRHA Executive Committee meetings focused on Board recruitment, identifying learning topics, Board agenda planning, moving 2024 priorities forward, and establishing focus areas for 2025. JRHA Board meetings focused on Community Health Assessment (CHA) and Community Health Improvement Plan (CHIP) updates, behavioral health sector issues, labor force updates, health care workforce, housing, practitioner residency programs, legislative awareness</PrimaryExemptPurposeTxt>
      <ProgramSrvcAccomplishmentGrp>
        <DescriptionProgramSrvcAccomTxt>I.CHILD CARE PROJECT: In 2024, JRHA board members continued to explore opportunities to connect healthcare employers with available child care slots at the Medford and Ashland YMCAs. A survey was created and distributed to JRHA healthcare employers to gauge interest in cultivating an employer-sponsored child care pilot program. JRHA learned about the barriers related to equitable human resource practices related to employer-sponsored child care.JRHAs backbone agency, the Gordon Elwood Foundation, assisted the Southern Oregon Early Learning Service District (SOESD) Hub in submitting a grant for $125,000 to Providence to support the Hubs four-prong system to address the child care shortage, which included increasing subsidies for existing programs during a funding shortage, expanding new in-home child care in rural communities, investing in internships for child care workforce students, and training new Qualified Mental Health Associates (QMHAs) to offer support for behavior challenges in child care centers and in-home daycares. JRHA Board members continued to support the creation of a community awareness video series in partnership with SOESD, Rogue Workforce Partnership, Gordon Elwood Foundation, Nick Alexender Films, members of families experiencing a lack of accessible and affordable child care, private businesses experiencing a workforce shortage, elected officials with a vision for the future, and other community stakeholders. Video categories include families, providers, employers, the emerging future, and a call to action. The video series will be completed in 2025 and launched using various tactics, with SOESD Hub as the primary keeper of this work.II.PRIMARY CARE WORKFORCE: In August 2024, the Board executed a fiscal sponsorship agreement with CareOregon through Jackson Care Connect to support a pilot program that reinstated the Southern Oregon Medical Society. Grant funds cover the monthly cost of bringing physicians together to provide continuing education and other expenses associated with each event. This grant runs through December 31, 2026. JRHA board members engaged with Rogue Community Health to explore the viability of and learn about the barriers to developing a residency program in southern Oregon. III. BEHAVIORAL HEALTH: In 2024, the JRHA Board continued to explore how to support behavioral health. Areas of consideration included addressing the need for consistent data collection to demonstrate the importance of prevention, residential treatment, and intervention with youth. Bipartisan advocacy for better data at a statewide level through education and convening is also a consideration for the future.IV. JRHA ADMINISTRATION: Jefferson Regional Health Alliance continued to operate in 2024 without hiring a full-time collaboration manager. They extended their contract with Diana Bianco of Artemis Consulting to provide meeting planning and facilitation services and assist with other strategic planning initiatives. The Gordon Elwood Foundation continued to provide in-kind executive services, bookkeeping, meeting coordination, the annual contribution process, other clerical duties, and office/meeting space. JRHA held four Board meetings during the fiscal year and monthly Executive Committee meetings. Materials and logistics supporting JRHA were created, updated, and shared as needed. The Board assembled a subcommittee to review and recommend revising the bylaws. Revisions focused on executive committee and board terms and policies on the process for joining the board. The Ex officio board member designation was changed to advisory. Board 2024 Meeting Learning Topics: Legislative UpdatesRepresentative Pam Marsh provided updates on the $400M housing package, Measure 110 recriminalization efforts and funding, nurse family partnerships, Employer-Related Day Care, respite nurses, and the $28M bond to update the 911 System to ensure first responder communications during emergencies.
