This requires the program to seek private or corporate donors in order to cover program costs and defer vendor payments. The result is a "book overdraft". Form 990, Part VI, Section B, Line 11b The Form 990 is reviewed by the Director/Administrator prior to filing. It is then reviewed by the Board at the Time of annual budget preparation for the upcoming fiscal year. A copy is included in the budget package submitted to the Arizona Department of Education for their review which is a requirement of budget submission Form 990, Part VI, Section B, Line 12c All officers and employees are required to sign a "Conflict of Interest"statement annually prior to submission of the budget package to the Arizona Department of Education. The budget package is submitted to the board for it's approval prior to being forwarded to the State.
