Members consist mainly of local patrons of Los Osos Library which is a branch of the San Luis Obispo County Public Library. The County owns and operates the branch. Solicitation of organizational members is ongoing, including renewal reminders, invitation to new library patrons, and community outreach. Sources of support include memberships, donations and sales of donated books. Membership dues are kept low to remain within reach of the community. The governing body is a board of directors, all of whom are members of the Organization and live in the community. The officers are elected annually by the membership. All board members are volunteers and there are no paid employees. Organization-sponsored events are free and open to the public. The Organization's direct support to the Los Osos Library has historically been provided by paying for library programs and materials. In recent years the County has limited the amount of direct support allowed to specific branches; as such the Organization's spending for programs and supplies has been reduced. The Organization actively advocates for a larger library to meet the needs of the community. The need for a new or expanded library facility has been well documented and acknowledged by the County and its governing body. Current County policy requires that the community contribute 50% of the cost of any library expansion. The Organization has been raising funds for this purpose for some years and maintains a building fund consisting of temporarily restricted and board reserved funds. These funds are invested in public securities under professional management overseen by the board of directors; earnings are reinvested. The building fund currently represents the majority of the Organization's assets and revenue. Once the Library expansion is underway, these assets will be quickly spent. However, the timing of the project is in the hands of the County, and depends on its commitment of funding and various public planning and environment hurdles. In recent years the Organization has worked with the County on development of feasibility studies, participated on an advisory committee, and co-sponsored community meetings with the County to solicit input and maintain engagement in the project. By 2022 the County and community had agreed on the expansion site and developed preliminary architectural models for the expanded Los Osos Library. At that time County library administration reported County funding should be available within three to five years, although no action has been taken by the County and it no longer will commit to a time horizon. In the meantime the Organization is keeping our building fund invested under professional management so it will be able to meet the community contribution requirement toward an expanded library.
