The former President and Principal officer Wilson Franklin became ill and passed away in early 2023. Shortly before his passing he turned day to day management responsibilities over to Sandra Cooper and Janice Thompson. During 2023 it became apparent to tenants that the managers Ms Cooper and Thompson were incompetent in their duties managing the property and financial affairs. The upkeep and maintenance of the property was deteriorating rapidly. In late 2023 several tenants volunteered to audit the books and records to determine why. During this audit they discovered significant irregularities in the financial records bills outstanding for common areas expenses and inadequate records. Also it was discovered that annual reports had not be filed for both federal and the state of California. Shortly after the filing of the 2021 form 990 the independent CPA Melvin R. Noble who had been preparing the filings also passed away. The audit revealed that potential fraud was committed by the managers Ms Cooper and Thompson including theft falsification and destruction of records. This resulted in a new board being formed in early 2024 and the termination of Ms Cooper and Thompson. This resulted in a legal battle for wrongful termination in addition to counter eviction actions against all parties as they live in the Eden Residential property. Some of the litigation is still ongoing including a fraud and theft claim. It has taken more than a year to stabilize the operations and create appropriate financial statements from limited financial information available in order to prepare and file this form 990. As noted in the filing some information is not available so assumptions were made or groups of unrelated items made.
