The committee obtains a competitive salary survey from an outside independent source. The Executive Compensation Committee then deliberates and decides on the executive compensation. Form 990 Explanation of Changes for Amended Return: The Organization is amending its originally filed 2023 Form 990 in order to accurately reflect the Organization's ongoing public charity status by completing the public support test as reported on Form 990, Schedule A, Part II. On the originally filed Form 990, the Organization was inadvertently completing the public support test on Schedule A, Part III, which ultimately the Organization was not able to pass due to its investment income percentage being above the 33.33% allowable threshold. The Organization consulted with its independent 3rd party tax advisors and as a result recomputed its public support percentage using the Schedule A, Part II test, which the Organization is able to pass for 2023 as well as previous years. Further additional adjustments were identifed on the 2023 Form 990 which are also being corrected in this amended return filing. A detailed list of the resulting changes are noted below: 1. Form 990, Part III, Line 4a: Program revenue has increased by $2,891,025. The rental income is received from affiliated exempt organizations and thus is considered program service revenue pursuant to the Form 990 instructions. 2. Form 990, Part VIII: Program related rental income of $2,891,025 has been reclassed from Line 6 to line 2b. The rental income is received from affiliated exempt organizations and thus is considered program service revenue pursuant to the Form 990 instructions. 3. Form 990, Part X: Lines 11, 15, and 25 have been updated to reclassify several balances, including investments, due from affiliates, and due to affiliates in order to be consistent with the Organization's audited financial statements. 4. Form 990, Schedule A: Part I, Box 7 is being checked and the Schedule A, Part II test is being completed accordingly. 5. Form 990, Schedule B: Where the Organization is passing the Schedule A, Part II public support test, Schedule B is being corrected to follow the "special rule", limiting the number of contributors listed. 6. Form 990, Schedule D, Part V: Endowment fund balances and applicable percentages on lines 2a-c have been updated to accurately reflect the Organization's endowment fund balances pursuant to its issued audited financial statements. 7. Form 990, Schedule R, Part II: Column (g) has been changed to 'yes' to indicate the listed tax-exempt organizations are 512(b)(13) controlled entities of the filing organization. Form 990, Part VI, Section B, line 11b The Form 990 is prepared by the independent accountants and reviewed by the CEO and CFO and sent to the Finance Committee for review. The Finance Committee presents the Form 990 to the board for approval. Form 990, Part VI, Section B, line 12c Annually, the board is asked to sign a conflict of interest statement. Also, at the beginning of all board meetings the Board Chair asks if there is any conflicts with any of the agenda items.
