The Organization has consistently measured public support at or above 33.3% during the life-span of the organization and at times has exceeded 60% (2007), 68% (2008), 45% (2010), 38% (2011), see Treasury Regulation 1.170A-9(f)(3)(i) and (ii); 1.170A-9(f)(4)(ii). (2) The Organization maintains a continuous and bona fide program for solicitation of funds from the general public. The Organization continuously solicits donations by soliciting donations via website, newsletter and general communication. (3) The Organization has historically met and exceeded the percentage requirements of the public support test, resulting in a growth in its endowment. At the same time due to the fact that it is an employer-related grant program and limited in the number of scholarships it is able to award, and the high rate of return on investments in recent years, it is able to meet virtually all of its Program Service expense from endowment, resulting in recent decrease in the Public Support percentage. The endowment funds, however, were originally contributed through fundraising events and annual fundraising efforts. Pursuant to Treasury Regulation 1.170A-9(f)(3)(iii)(A) the original source of the endowment funds is evidence that the organization is publicly supported. (4) The Organization does not receive its support from a single family. Several donors make up the total donations received during the fiscal year ended June 30, 2024. Historically, a large number of donors have participated in fundraising events and annual appeals. (5) The Organization has a board of directors and a selection committee (which chooses scholarship recipients) of civic leaders and educators from different geographic areas such as New York, California, Massachusetts, Colorado, Connecticut and other states. The final review is done by the Treasurer who signs the 990. Copies of the 990 are made available for board review after it is filed. Directors are asked to disclose whether they have any conflict of interest as defined by the policy.
