Ten Percent Test: The Foundation has historically and normally can be expected in the future to receive well over 10% of its total support from the general public.(ii). Attraction of Public Support: Amigos de las Amricas, the organization that the Foundation was created to support, is currently in the early phases of a large capital campaign designed to attract new and additional public support on a continuous basis. Dollars endowed to this campaign may be invested in the Foundation for Amigos, as this was its primary function when it was developed.(iii). Percentage of Financial Support: With the increased dollars from the large capital campaign, the Foundation for Amigos expects the percentage of its financial support received from public sources to increase significantly in the near future.(iv). Sources of Support: The Foundation receives its support from a large and representative number of persons. Amigos de las Amricas has a network of over 30,000 alumni spanning 65 years. The Foundation is in the process of tapping into this extensive network to increase donations from a larger pool, as opposed to receiving almost all of its support from a small group of donors.(v). Representative Governing Body: The Foundation for Amigos' governing body is comprised of three board members who have participated in the Amigos de las Amricas programs as youth as well as donated to the organization.(vi). Availability of Facilities or Services and Public Participation: The Foundation for Amigos provides scholarships for U.S. youth to participate in Amigos de las Amricas' cross-cultural programs. These programs help enrich the lives of U.S. youth by providing them with invaluable international volunteer experience and leadership opportunities.CONCLUSION: The Foundation believes it qualifies as a publicly supported charity described in IRC 509(a)(1) pursuant to the facts and circumstances test found in Treasury Regulation 1.170A-9(e)(3). The Foundation has and will receive well in excess of ten percent (10%) of its total support from qualifying public sources, serves the public through scholarships for youth, and possesses the characteristics that describe organizations that meet this test.
