Form 990, Part VI, Section A, Line 7a Paying members have the right to elect a governing body every two years, and approve or disapprove any suggested changes to the By-Laws. Form 990, Part VI, Section A, Line 7b General members are the only ones who can change the By-Laws. Changes are presented them on an annual basis for approval or disapproval.
