Form 990, Part VI, Section C, Line 19 Upon request, stated documents are made available to funding entities, general public, elected officials, etc. Form 990, Part XI, Line 9 General Journal and credit entries to correct erroneous postings and/or other accounting errors, collection amounts exceeding 10-year time limit for collections, closed accounts etc. The CFO/Controller position had been outsourced to a CPA. That CPA was absent/unavailable in 2020-2021 during the COVID19 pandemic. Due to the pandemic, the agency experienced a significant decrease in revenue and was not in a position to replace the accountant. The remaining Finance person employed (the Contracts Administrator) was not an accountant and provided limited information/assistance to help the CEO prepare the 990 in a timely manner. Moreover, the CEO dedicated a majority of time (at times, more than 70 hours per week) to revenue generating activities to cover staff salaries and operating expenses. The CEO possessed limited information about the Sage MIP accounting system, and it was necessary to become educated at no additional costs to the corporation. Time and money were too limited; as such, continuing operations to provide critically-needed services to the community took precedence over the educational needs of the CEO. No other person in the corporation processed the skill sets or credentials to take on this task. It is for this reason that the delay in submitting our 2022 990 occurred.
