No one is turned away from the clinic if they couldn't afford to pay medical care for their pets. Our nonprofit charter of incorporation and bylaws are on file at the Commonwealth of the Northern Mariana Islands Department of Commerce Office of the Registrar. On February 24, 2025, we received a notice, CP120A, dated February 17, 2025, stating that our organization's tax-exempt status was automatically revoked. On May 04, 2025, we submitted the 1023 Form. On May 30, 2025, we received a Letter 947, dated May 15, 2025, stating that our tax-exempt status has been reinstated. Effective date of exemption: May 15, 2024. We appreciate the second chance given to our organization, and we guarantee to follow all future filing deadlines without failing them. This is our story that put our organization in a spot (explained in the 1023 application Form as well): "During the current circumstances, the former President was in charge since the beginning of operations and was a collaborative person with the other board members until 2021. Everything began to change in 2021. Aside from the declining economy due to COVID-19, SCA's staff and organizational processes became unstable. The former President refused, for a long time, to hire a competent accountant to do the important part of the work for SCA, such as: salary and tax computations, filing 941 forms, and all other necessary forms to the IRS. Eventually, the former President decided not to share any information with the Treasurer, who would like to help in the current situation. The Treasurer, despite this, was able to report salary wages for previous years and file 941 forms. SCA was charged with penalties for late filing of 941 forms. Even though the penalty amount assessed is far more than what SCA can manage financially, we take this responsibility with full understanding and guarantee to pay it off slowly. Also, the President found an accounting company for filing the 990 form for 2020. The company mailed the form in November 2021 instead of electronically filing it. No one was informed about this major mistake. The note about this error SCA received in May 2022. As you are aware, there was a COVID pandemic that impacted SCA strongly and our small community. All these events caused a snowball reaction. All tax forms, reports, and financial statements were out of control, and the President wasn't focused on finding a competent person to restore all data since 2020 and fix all the mistakes. As a result of that, on May 16, 2023, the hard decision was made to shut down the clinic for an uncertain time. This decision affected badly all the staff and board members, the community, and animals in need. The former President resigned together with the Secretary in May 2023. The board members who remained weren't provided with the data for 2023 or any financial statements and reports. In addition to the already critical situation, in 2023 our Island was hit by Typhoon Mawar on May 22, and a few months after by Tropical Storm Bolaven on October 9. Unfortunately, this further aggravated the situation with the data and all the documents. In our small community with a lack of a permanent veterinarian on the island, we found this decision inhumane, and the board members eventually decided to slowly re-open the clinic. The new board members were appointed in November 2024. Our team is working hard on trying to fix all errors from the past and restore all data while keeping to our non-profit organization's main mission. As a non-profit corporation that primarily serves dogs and cats on Saipan, Tinian, and Rota, SCA relies almost entirely upon donations. The CNMI government does not have any animal welfare services for our people currently, and SCA has played the primary role of providing this vital community service. We have been very grateful that the entire CNMI community has supported our cause every step of the way. But depending solely on the good graces of the CNMI community has been a challenge in sustaining our mission. The CNMI has a stray animal problem. But we consider it a people problem as well. People who are not responsible for their pets create a stray population of unwanted dogs and cats. We are changing that mindset with outreach programs with the private and public schools, including NMC, to bring awareness to the public about animal welfare. Every single Member of our New Board Team guarantees that we will do everything we can to bring SCA back to the community in full service, and we will be competent and decent with all future filings.
