<ExplanationTxt>RCWS has put in place a thorough system of checks and balances to make sure that provided assistance in Russia is being used for the intended purpose: - Organizations must provide a complete application detailing the project for which they are seeking support, including a budget. Among the requested supporting documents for organizations is the Certificate of Registration. -Once the request is approved by the Program Planning Committee, consisting of the Board members, RCWS Representative Office issues an official agreement stating in rubles the equivalent of the approved assistance and how it is to be spent. According to the local legal requirements, the agreement is drafted in Russian rubles with the local bank's exchange rate. - Starting spring 2022 and continuing into 2024 and beyond, RCWS Moscow Office has been transferring funds to approved beneficiaries only through non-sanctioned banks. - Head of the Moscow Office regularly visits the aid recipients making sure that the RCWS assistance is being used as intended and described in submitted requests. - RCWS representatives in Russia, Heads of Moscow and New York Offices, as well as RCWS Board members periodically visit the beneficiaries. - All RCWS aid recipients have to submit financial and activities reports, which include copies of the invoices, bank statements illustrating the payments and accounting of the provided assistance, as well as photos and videos of the implemented projects, sponsored by RCWS. The Moscow Office accountant checks the financial reports provided by the aid recipients. Annually the RCWS Moscow Office goes through an official audit in Russia, which includes detailed review of the sponsored projects.</ExplanationTxt>
