This market analysis considered factors such as role responsibilities, organizational size, and regional salary benchmarks. Based on this information, compensation was then adjusted to reflect a part-time, contract-based rate appropriate for each role. This process was most recently undertaken in fall of 2023. July 15, 2025 Internal Revenue Service Subject: Request for Abatement of Penalties for ARCO (EIN: 93-4104956) To Whom It May Concern, I am writing on behalf of ARCO - Activating Reading Communities Organization - to respectfully request the abatement of penalties assessed for the late filing of our 2023 Form 990 return. Reason for the Penalty We understand the daily delinquency penalty was assessed due to the late submission of our return. Explanation of Circumstances ARCO is a newly established nonprofit operated by a small team of volunteers and part-time staff. During the filing period, we experienced significant disruptions to our administrative operations, including staff turnover and illness, which delayed the collection of required documentation to complete our return. While we did attempt to request an extension, our request was unfortunately denied as it was submitted after the deadline. Once we became fully aware of the filing issue, we acted immediately to complete and submit our return. Please be assured that ARCO has always acted in good faith and with the intention of complying with IRS regulations. We exercised ordinary business care and prudence, but due to our limited capacity and the growing pains of a new organization, we were unable to meet the deadline despite our efforts. This was not a result of willful neglect or disregard of our filing obligations. Corrective Actions To prevent recurrence of this issue, we have implemented the following measures: 1) Engaged a professional tax preparer with expertise in nonprofit compliance. 2) Established a compliance calendar to track critical tax and regulatory deadlines. 3) Assigned a board member to oversee and ensure timely completion of all required filings.
