Tax-exempt organizations could be required to record an obligation for income taxes as the result of a tax position they have historically taken on various tax exposure items, including unrelated business income or tax status. Under guidance issued by the Financial Accounting Standards Board (FASB), assets and liabilities are established for uncertain tax positions taken or positions expected to be taken in income tax returns when such positions are judged to not meet the "more-likely-than-not" threshold, based upon the technical merits of the position. Eligible applicants for space grant funds include faculty and staff from higher education institutions and non-profit research institutions, and can include for-profit organizations if circumstances warrant and it furthers MSGC's mission. Each subrecipient receives an award document which is required to be signed by an official of the institution before the project can begin and/or payment is released to said institution. The award document includes a schedule of reporting programmatic and financial information. Payment of the grants is handled on a reimbursement basis and if a required programmatic or financial report is late, payment is withheld until the required report is submitted and approved by MSGC. The Maine Space Grant Consortium supports education and research programs for higher education faculty, K-12 teachers and informal educators. To faciliate its student programs, the Consortium offers undergraduate research experiences, fellowships and internships. The purpose of our student-based programs are to provide research opportunities to undergraduate and graduate students in STEM areas that are of interest to NASA. Awards are made on a competitive basis to students who are enrolled full time in a STEM field at our affiliate academic institutions. Only students who are U.S citizens are eligible to apply. Students who are interested in applying to this program should contact the affiliate representative of their applicable college or university. Form 990, Part VI, Section A, line 4 During the period covered by this Form 990, Maine Space Grant Consortium (the "Consortium") approved amended and restated bylaws. The amended bylaws made effective the following significant changes: 1. The size of the Board of Directors was changed from not less than seven (7) members to not less than five (5) members. Only one director per institution is permitted. 2. The amended bylaws now specify that four (4) directors shall be ex-officio and up to eleven (11) directors shall be non-ex-officio. The ex-officio directors shall have the right to vote and have the same responsibilities as the non-ex-officio directors. The four ex-officio directors are: (a) The Dean of the College of Engineering at the University of Maine. (b) The Dean of the College of Science, Technology & Health at the University of Southern Maine. (c) The Chief Academic Officer of the Maine Community College System. (d) The Executive Director of the Maine Space Grant Corporation. 3. Of the eleven non-ex-officio directors, at least one director shall represent a private college, one director shall represent a business in the aerospace sector, one director shall represent an industry association, one director shall represent a nonprofit STEM education organization, one director shall represent a nonprofit research organization, and one director shall represent a primary and/or secondary school or school district. The remaining five seats are open seats.
