Annual salary surveys are received by the district from various sources to help align current market salaries for all staff. Compensation is set and approved by the District's board of directors during its annual review of the CEO. There is also a written employment contract with the CEO Form 990, Part VI, Section A, Line 7a As per the 2/16/2017 bylaws, the five Directors will be the five elected to the District Board of Directors (The Hi-Desert Memorial Healthcare District board of directors). Should there be a vacancy on the District Board of Directors, the Foundation Board of Directors will also sustain a vacancy until the District Board position is filled. Form 990, Part VI, Section B, Line 11b A copy of the draft Form 990 was provided to the board prior to filing. Form 990, Part VI, Section B, Line 12c All board members of the Foundation are board members of the Hi-Desert Memorial Health Care District. Since they are all publicly elected officers, they must fill out California Form 700. The board clerk monitors and reviews those disclosures. Form 990, Part VI, Section B, Line 15 This is really N/A as there are no employees in the Foundation and thus no compensation is paid through the foundation. However, for the District, annually the board meets to review the CEO's performance and determine compensation. Salary compensation guides put out by the California Primary Care Association (CPCA) and Association of California HealthCare Districts (ACHD) are also utilized in both the CEO salary compensation process as well as all employees annual compensation evaluations. Additionally, other salary guides may be utilized on a as needed basis such as the Robert Half salary guide.
