These changes included a change in address for the registered and principal office (change reflected on this Form 990), and an addition that each governing body may appoint a primary and secondary representative to the HCTD Board of Directors. HCTD experienced delays in preparing its 2023 audit and Form 990 due to employee turnover in several key leadership and administrative positions. The General Manager and the Finance Director had been at the agency for 37 years and 30 years, respectively, upon retirement, and these positions led the effort for managing the annual audit process and submitting Form 990 each year. HCTD is currently contracting for management services as well as financial management to ensure HCTD meets reporting deadlines in the future. HCTD submitted Form 8868 for extension on May 14, 2024.
