Our organization's strategic goals are inspired by and rooted in our three pillars: community, information, and impact. 1 0 335630 0 0 In response to widespread need for emergency trauma first aid resulting from the Russian military invasion of Ukraine, the RPCV Alliance for Ukraine launched the Individual First Aid Kits (IFAKs) Campaign to provide life-saving first aid kids and other medical supplies to Ukrainian hospitals and front-line communities. We raised more than $170,000 in charitable donations for IFAKs, tourniquets, chest seals, ultrasound equipment, pain relievers, cold medicine, and general medical supplies. Our volunteer team aggregated needs from trusted groups across Ukraine to coordinate the procurement and transportation of supplies with the benefit of bulk pricing, and delivered them to pickup points to confirm receipt by the intended beneficiaries. Our robust procurement and transportation network enabled us to facilitate the purchase and transportation of IFAKs on behalf of other organizations operating in Ukraine as well. Between purchases made from donated funds, and those facilitated on behalf of other organizations, we delivered more than $280,000 worth of emergency medical supplies to areas of urgent need. 9142 0 0 Babusya's Kitchen Cookbook was originally written for Peace Corps Volunteers to use during their service in Ukraine. It included contributions from Peace Corps Volunteers, staff, and host families, providing instructions to make Ukrainian dishes at home and to recreate American and international favorites with the ingredients available at local markets in Ukraine. Equally important, it shared Volunteers' own favorite dishes from home. The RPCV Alliance for Ukraine, in direct support of the Peace Corps' 3rd goal to strengthen Americans' understanding of the world and its people, expanded and formally published Babusya's Kitchen in a hard-bound, full-color edition with photographs and anecdotes provided by our members to raise funds for Ukraine relief efforts. This RPCV Alliance for Ukraine edition of Babusya's Kitchen raises awareness of Ukraine's rich culinary contributions and inspires new American audiences to try Ukrainian cuisine, supporting the broader mission of preserving Ukrainian culture at a time when it is under threat. The book sold nearly 3,000 copies in its first year of publication. Sales and distribution are handled by Alliance volunteers, and 100 percent of net proceeds are dedicated to humanitarian aid, development, and cultural preservation projects in Ukraine. The proceeds raised from Babusya's Kitchen funded the launch of the Alliance's Peremoha Mini-Grants program to support small, local humanitarian aid projects in communities without much access to grant funding from other sources. 37288 37000 0 The Peremoha Mini-Grants project quickly became one of the most successful examples of the RPCV Alliance for Ukraine working with returned volunteers and their Ukrainian counterparts. Our organization established a grants committee and issued a competitive Request for Proposals to award funding to small humanitarian projects. Returned Peace Corps Volunteers partnered with Ukrainian colleagues to submit projects for consideration. The $40,000 we were able to allocate to grants was awarded in small grant amounts of $1,000 to $2,000 and supported twenty-eight projects serving vulnerable populations and internally displaced persons in Ukraine. 1471 0 The Alliance spearheaded a Uniting for Ukraine initiative to assist Ukrainians in matching with sponsors and coming to the the US. While a lot of RPCVs had friends and family to sponsor, many other Americans who wanted to help did not have such connections. We contracted former Peace Corps Ukraine Language and Cultural Facilitators (LCFs) as interpreters and cultural workshop facilitators and developed a thorough matching process that connected 22 US households with Ukrainians seeking safety. These connections provided 46 Ukrainians with refuge in the US. The contracted LCFs supported this effort by interpreting online calls between Americans and Ukrainians and facilitating online cross-cultural workshops. 3000 3000 0 The Alliance provided support to nationals of the US and other countries who had to evacuate Ukraine on an emergency basis, often leaving behind most of their possessions. One Alliance member evacuated from Ukraine to the US received a $100 shopping card to buy clothing and toiletries/hygiene supplies, but direct needs among RPCV Alliance members were generally low. Our organization is also a member of the American Coalition for Ukraine, and as such we have signed on in support of several sign-on letters to encourage House and Senate Resolutions related to Ukraine. We also encourage Returned Peace Corps Volunteers to contact legislators and raise awareness of key Resolutions and proposed legislation. Projects were selected by a Grants Committee on a competitive basis and met the following funding priorities: 1. Projects that provide humanitarian aid to Ukrainians in need, whether they are within their communities or displaced. 2. Projects that align with sectors previously implemented by Peace Corps Ukraine: community development, youth development, education, and HIV/AIDS prevention and treatment. 37288 Europe (including Iceland and Greenland) 0 0 Program Services The Alliance procured and transported emergency first aid supplies and delivered them to healthcare providers within Ukraine. Supplies were purchased from both US and Ukrainian vendors and transported by volunteers to pickup points where receipt by intended beneficiaries was confirmed. 335630 North America (including Canada and Mexico, but not the United States) 0 0 Grantmaking The RPCV Alliance for Ukraine issued a grant to a Canada-based nonprofit partnership, the Global Black Coalition, to support their efforts evacuating African nationals from Ukraine and providing them with basic supplies upon relocation to Europe, Canada, and the US. 2900 Europe (including Iceland and Greenland) 0 3 Program Services The RPCV Alliance for Ukraine paid three independent contractors based in Ukraine and the United Kingdom for interpretation and cultural facilitation services in support of our Uniting for Ukraine sponsor-beneficiary matching initiative. They were paid an hourly rate for interpreting calls between US sponsors and Ukrainian beneficiaries and conducting cross-cultural workshops online. 1471 0 3 377289 0 0 0 0 0 0 Schedule F, Part I, Line 2 The RPCV Alliance for Ukraine selects grantees through a competitive Request for Proposals process. The published Request for Proposals includes the following eligibility criteria for grantees: The applicant must be a Returned Peace Corps Volunteer or Response Volunteer in conjunction with a Ukrainian partner. The Ukrainian partner may be a registered Ukrainian nonprofit organization, a small business or social enterprise that engages in charitable or socially beneficial activities, or an unincorporated volunteer group with a designated project manager. The Ukrainian partner must be located in Ukrainian-controlled territory or a neighboring country that is not subject to US sanctions. The Ukrainian partner must have previously either hosted or completed a project with a Peace Corps Volunteer / Response Volunteer. Government agencies are not eligible to receive grants. All grant applications received are screened by a designated Grants Committee that have Conflict of Interest policies in place, and also checked against the OFAC list for OFAC compliance. Grants are scored according to criteria established by the Grants Committee to assess alignment with funding priorities, urgency, and implementation readiness. All grant applications, scores, and decisions of the Grants Committee are maintained in secure digital records. The Alliance has a complete list of applicants, both funded and unfunded, and grantees are required to submit reports that are also saved in the Alliance's digital records. Grant Committee award selections are confirmed by a vote of the Board of Directors, which is recorded in published board meeting minutes. Form 990, Part III, Line 2 Full-scale military invasion by Russia resulted in the sudden emergence of a widespread humanitarian crisis in Ukraine in 2022. The RPCV Alliance for Ukraine launched four key new efforts within the scope of our mission: the Individual First Aid Kits (IFAKs) Campaign to deliver trauma first aid and medical supplies to high-need areas in Ukraine; the Babusya's Kitchen Cookbook project to document Returned Peace Corps Volunteer experiences, build cross-cultural understanding between Ukrainians and Americans, and raise funds for humanitarian aid; the Peremoha Mini-Grants program to support small-scale humanitarian and development projects benefiting Ukrainians; and the Uniting for Ukraine Sponsor Matching Initiative to help Ukrainians and Americans navigate the new federal Uniting for Ukraine program to provide refuge to Ukrainians in the US. We additionally supported services for foreign nationals evacuated from Ukraine. Form 990, Part VI, Section B, Line 11b The board of the organization is provided a complete draft of the 990 by email to review before the filing is submitted, and notified of the review period at regular board meetings. Receipt of the draft and review of it is affirmed by each board member. Form 990, Part VI, Section B, Line 12c Board members fill out a conflict of interest disclosure form along with signing the board contract at the beginning of their term. Board members review and update these forms if any changes arise and upon applying for subsequent board terms. Form 990, Part VI, Section C, Line 19 RPCV Alliance for Ukraine bylaws, policy documents, and annual reports are published on the organization's public website. Form 990, Part XI, Line 9 In 2023 we adopted an improved accounting system and hired an accountant to reconcile the system against our financial records. This included a revision of the ending year balances for 2022. The difference was the result of some grant transactions that had been declined and refunded, and then needed to be re-sent to the awardees. This is an amended filing. The original was turned in on time.
