The primary conference is held in July and spans 2 1/2 days. Attendance generally averages about 325 of our 500 members. We also conduct a one day training in November that is generally attended by 180 of our members. We host an annual Budget conference, which focuses on developing annual budgets and is attended by approximately 250 members. In the spring we hold regional meetings that span a single day with overall attendance in the neighborhood of 200 individuals. OASBO also offers a New Business Manager Institute. The program is specifically designed for new practitioners and spans three full years. The institute typically includes 25 members in each annual cohort. No changes were made to membership requirements in 2023. Form 990, Part VI, Section A, Line 7a All officers and directors are subject to election by the membership with the exception of the Associate Member Representative. Officers are elected by the membership at large while Zone Directors are elected from the membership within the zone or region. The Associate Member Representative is appointed by the Board of Directors every two years and is an ex-officio member. Applicants submit letters of interest, the Board reviews those letters, interviews prospective candidates and ultimately appoints the representative. Form 990, Part VI, Section B, Line 11b Copies of the Form 990 and all related schedules are distributed to the governing body for review and consideration prior to submission of the documents. The form and all related schedules are also reviewed by the OASBO Audit Committee prior to filing. Should questions arise they are addressed by the governing body prior to submission of the Form 990. Form 990, Part VI, Section B, Line 12c Copies of the Conflict of Interest Policy are reviewed each year by the full board at the November meeting. Each board member is required to notify the governing body of any conflict of interest at that time or at any time in the future when such a conflict may arise. Each board member signs an acknowledgment of their receipt and review of the policy annually. This policy also pertains to the Whistleblower Policy as well as the entire Board Policy Manual. Form 990, Part VI, Section B, Line 15 A review of compensation for similar positions within the state is completed every 2 to 3 years as well as review on an annual basis of compensation for similar size organizations from across the country. This information is reviewed by the Board and utilized to establish annual compensation increases. Annual Financial Statements are made available to membership at our Annual Summer Conference and posted on our website. Meeting minutes, interim financial statements, etc. are also posted on the website or available to membership upon request.
