Other Activities Description CONSULTANTS : $15,500.THE PURPOSE OF HABITAT FOR HUMANITY OF CALIFORNIA INC.'S ("HCA") lobbying and ADVOCACY ACTIVITIES are TO EDUCATE POLICYMAKERS AND KEEP AFFORDABLE HOUSING ISSUES FRONT AND CENTER AMONG COMPETING POLICY PRIORITIES IN THE STATE OF CALIFORNIA. THE lobbying and ADVOCACY ACTIVITIES NOTED IN THIS REPORT WERE LIMITED TO ACTIVITIES DESIGNED TO EDUCATE POLICYMAKERS AND OTHERS ABOUT AFFORDABLE HOUSING ISSUES, the broader "HABITAT FOR HUMANITY"'S MISSION, AND THE POTENTIAL IMPACT OF CERTAIN POLICIES. "HCA" WORKS WITH LIGHTHOUSE PUBLIC AFFAIRS AND OTHER third PARTIES TO HELP ACHIEVE THOSE AIMS.In past years the organization had been umbrellaed under Habitat for Humanity East Bay / Silicon Valley ("east bay") whose total expenses averaged $20M. In those reporting years the organizations lobbying expenses were insubstantial. For example in fiscal year June 30, 2015 total expenditures for East Bay were $21,710,959. In that same year total lobbying expenses reported on Schedule C Form 990 were $108,588, which is approximately .5%.In recent years the percentages of lobbying expenditures to total expenditures were as follows:fye 6/30/23 5.0% = $15,500/$308,284fye 6/30/22 4.8% = $15,000/$307,176fye 6/30/21 3.4% = $15,300/$442,743fye 6/30/20 6.5% = $20,818/$318,778fye 6/30/19 2.8% = $24,886/$896,273fye 6/30/18 11.2% = $19,152/$171,381fye 6/30/17 7.4% = $20,857/$279,262 short fye 6/30/16 14.9% = $9,790/$65,811short cye 12/31/15 16.3% = $6,000/$36,807"hca" separated from "East Bay" on 7/1/15 and filed its first return for the short calendar year ended 12/31/15. "HCA" then converted to a 6/30 fiscal year end. Annual expenditures vary from year to year and are expected to grow as operations expand. Lobbying expenditures however remain fairly low and stable as shown above. it is important to note that the nature of these lobbying expenditures are as described in the first paragraph and thereby should not jeopardize the exempt status of "hca"."HCA" represents affiliates in educational and support activities including lobbying and activites on their behalf. The alternative would be for each of the affiliates to report their lobbying activities expenditures separately. if the affiliates separately reported lobbying expenditures these expenditures would be insubstantial much like the "east bay" example above. In order to be efficient, however, all of the affiliates lobbying and advocacy activities are concentrated in "hca".Based on the above "hca" should be viewed as having insubstantial lobbying and advocacy activities for purposes of form 990 schedule c. Part IV - Additional Information Form 990, Part VI, Section B, Line 11b the treasurer reviews and approves the return before filing. any questions that arise in the review are addressed prior to filing.
