Birthmother assistance is based on an agreement negotiated between Caring Adoptions and the birthmother detailing expenses required during the pregnancy and, in most instances, up to six weeks after placement. This agreement is presented by the Agency to the prospective adoptive family who has the choice to accept, renegotiate, or reject the agreement. The birthmother assistance must be within the parameters allowed by the Standards of the Texas Department of Family and Protective Services. In most instances, housing, medical, legal, and utility assistance are paid directly to the provider. Food, clothing, transportation, and other allowances are normally paid directly to the birthmother on a weekly or bi-weekly basis depending on her responsible use of the funds. Form 990, Part VI, Section A, Line 2 Asst. Treas./Dir. Jerry Bridges is the first cousin of the Office Manager Carol Rover and the second cousin of Carol's daughter Jamie Rover, an employee. Jerry is also a 40% minority partner of Taft Broadcasting Company, LLC which purchases insurance services from companies represented by Treas./Dir. David B. Wheless and Vice-Pres./Dir. Walter Steigerwald. The Board of Directors have discussed in open meeting the relationships and concluded that Wheless and Steigerwald are independent voting members of the Board. Subsequently it is discussed in a board meeting, and the members are given over 15 days to review the document and submit to the Treasurer any corrections or comments prior to being filed with the IRS. Form 990, Part VI, Section B, Line 12c Caring Adoptions has a conflict of interest policy approved by the Board and included in its employee manual. This is discussed annually in a board meeting and monitored by the President and Treasurer. If any new or potential conflicts are noted, they are discussed at a board meeting and, as noted in the policy, appropriate steps are taken to resolve the conflict. Form 990, Part VI, Section B, Line 15 The salaries and benefits of all employees are determined by the Executive Committee and submitted to the Board for subsequent approval. The salaries of all employees are determined based on comparable data and the ability of Caring Adoptions to pay. Contemporaneous substantiation of the deliberation and decision is maintained. Form 990, Part VI, Section C, Line 19 A file is available to the public that contains the governing document, the latest annual financial statement, and the conflict of interest policy.
