There are 3-4 leagues, depending on the number and ages of registrants. Each league involves different ages or skill levels. The 14-15 year old players are in two leagues, depending on whether they are also playing for their high school baseball programs or not. The program and these teams are chartered with National Babe Ruth Leagues, Inc. in New Jersey, and our all-star teams at each level participate in district, state and regional Babe Ruth sponsored tournaments. Any ad hoc committee created by Board action to address a specific issue or issues does not have decision authority, only the authority to report back to the Board its recommendation(s) for Board action. Board action (adoption or rejection of motions derived from committee recommendations, etc.) will be documented in the normal course in Board meeting minutes. Form 990, Part VI, Section B, Line 11b The Board as a whole has never sought to engage in advance review of our annual Form 990 filing. Filed tax returns are available to any Board member who should seek to review one. Until the filing for CY 2021, every annual return was on Form 990-EZ. Each Board meeting includes presentation of a current financial report showing revenues and expenditures per category, against the working budget. The May filing date (absent extension) is at the busiest time of our Spring season, and nearly all Board members have on-field, or program support duties that fully occupy their volunteer time. Our annual fall program review, and next season planning session, includes budgeting. But no Board member has ever requested review of the 990 tax filing at that time, either. Form 990, Part VI, Section C, Line 19 Arlington Senior Babe Ruth Baseball has never had a formal internal charter or written bylaws. We charter our program through the national Babe Ruth Leagues Inc. (based in New Jersey) organization, and operate consistent with national Babe Ruth's rules of organization and play. We purchase its accident, liability and Directors and Officers insurance, and roster our teams with national Babe Ruth to participate in its district, state, regional and national tournament programs. The Board operates by standard Rules of Order. Board membership, and Board positions, are changed, added or removed by Board vote. With a wholly volunteer Board, no President and no Board vote has, since 1997, required formal adoption of a written conflict of interest, compensation-setting, or full charter or bylaws documenting treatment of these and other issues that may arise with larger, paid-officer organizations. Any non-Board volunteer or parent of a registered player who expresses interest in doing so may attend Board meetings, and pursue Board membership and assumption of program operation responsibilities. Form 990, Part IX, Line 11a This separates out payments made to the organization's Executive Assistant, who assists the President, and all other Officers / Members of the Board as they need assistance, with such tasks as rostering teams with national Babe Ruth Leagues, tracking Commissioners' work on assigning registering players to teams, posting material to our website (including sponsor's information and scheduling material), and otherwise with our Webmaster, maintaining our website. The Executive Director also shares with the Treasurer both the Organization's mailbox key and banking privileges. Thus there are always two sets of eyes on all bank transactions, and the two of us can coordinate coverage when either of us is traveling. See coordinating note for Part IX, Line 13, where these amounts were included in past year tax returns. Form 990, Part IX, Line 13 This expense entry is much reduced by moving the major expense of payments to our Executive Director from this Line 13 in prior years' tax returns up to Line 11a. Form 990, Part IX, Line 16 This includes Arlington County's field use fee, per program registrant for both Spring and Fall field use, and rental of County indoor facilities for winter training. It also includes commercial indoor sports complex facility use for winter and coached indoor training activities for registered players. Form 990, Part XI, Line 9 This adjustment reconciles the accounting maintained during the calendar year, for both of the two programs described above, to the sum of the cash balances of our two bank (checking) accounts as of December 31, 2023. This includes two elements: the expected minor dollar and cents data entries in the spreadsheets maintained for the two programs; and an effective reduction in the value of the personal property (uniforms, baseballs and field equipment) purchased in 2023 and carried over for use in 2024. In initial organization tax returns, I adopted a convention of estimating the value of our non-cash property at half of the year's purchase outlay, assuming an average 2-year life for such baseball equipment.
