All procurements and payments must be authorized by higher management (Project Managers, Directors), processed by the Administrator, and reconciled by a certified public accountant (CPA). This segregation of duties ensures that no individual has complete control over financial transactions, helping to prevent fraudulent activities. All expenditures, payments, and financial transactions require proper authorization from higher management and documented approvals. ISER regularly analyzes budget variances to identify discrepancies between budgeted and actual amounts, investigating significant variances and taking corrective action when necessary. ISER may also contract a CPA to conduct a Single Audit if needed. After the grant period, ISER submits final financial and programmatic reports. ISER reviews these to ensure funds are properly utilized and the research objectives are met.
