ECHO was able to assist 1,345 unduplicated households 5,159 individuals in FY 2023. During the year 479 households received assistance to pay bills for housing, utilities, prescriptions, and other essential needs. Clients received 237,916 pounds of food plus $51,100 in coupons for fresh produce, meat and milk; 3,957 clothing bags; and household items valued at $130,808. 1,213 children received backpacks filled with school supplies. Included in the household items were 15 refurbished computers and 1,688 enrichment bags containing books and toys for children of client families. 474 families received holiday food, and 591 children from 243 families received holiday gifts. Moving into FY2023, donations for clothing and housewares kept pace with need. In-kind food donations started to decline, but ECHO adapted to make up for the difference by purchasing food from a range of local vendors. In FY 2023 ECHO began a collaborative relationship with Northern Virginia Community college (NOVA) Foundation in which ECHO contributes funds for scholarships that go to support NOVA students in the ECHO service area who are in financial need. MONITORING GRANTS (CLIENT ASSISTANCE) WITHIN OUR OWN ORGANIZATION, PART III: We do not monitor our clients' use of in-kind grants of assistance. However, we do calibrate the level of assistance provided to the reasonable needs of the households involved. Moreover, we limit the frequency of such grants to ensure that our clients do not receive food, clothing, housewares, or school supplies in excess of their reasonable needs. We take a different approach to financial assistance. The financial assistance we provide is for payment of essential bills, mostly for housing and utilities and also for medical prescriptions. In the case of prescriptions, we authorize a local pharmacy to fill the prescription for the client and then bill us directly. With housing and utility bills, we verify the amount owed by contacting the property manager or appropriate utility company and then make direct payment of the bill. We never provide financial assistance directly to a client. Since we are paying the bills directly, we are confident that the funds we provide are being used for the purposes we intend.
